Project Title: eLearning Brothers LLC Subscription for asset library access
The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Training Center has a requirement for eLearning Brothers Subscription - 9 Asset Library Licenses, in accordance with a Sole Source Justification. Plato eLearning, LLC dba ELB Learning is the sole provider of the required systems. The Government intends to award a base and 2 option years. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.
Sole Source:
The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. We currently have multiple projects completed and/or maintained with the eLearning Brothers LLC Subscription such as New Hire Orientation, M&S course materials, DSS BootCamp, IDSS PCUs, Social Sciences, and others. This particular source is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The National Weather Service Office of the CLO uses eLearning Brothers LLC Subscription - Asset Library extensively to create and maintain multiple types of products which support both in class and online class materials for National Weather Service employees. eLearning Brothers LLC Subscription provides a one subscription stop for most of the photos, illustrations, templates, and pre-made interactions for a variety of eLearning development software including HTML5 based scripts, Articulate, Camtasia, Captivate, and more. Not renewing the eLearning Brothers LLC Subscription - Asset Library will result in slowed productivity by the OCLO, delaying delivery of important training to NWS employees.
