Queensland urban utilities (quu) provides essential services that are affordable, reliable, resilient and sustainable for future generations. What we do underpins south east queensland's growth, public health and the protection of the environment. With a changing world around us, we ask how we can add value for our customers in the delivery of services and products as we move from an asset centred organisation to a customer focused one.
As part of our program management approach (pma) journey we are implementing efficient delivery frameworks and new ways of working. Prudent capital planning and efficient capital delivery is crucial to support ongoing growth and high levels of service to our customers.
A key strategy in achieving this transition is to improve the forward planning and delivery of the capital program to allow quu to move beyond the current annual delivery cycle.
The future state pma objectives with respect to the efficient development and delivery of the capital program include:
• development and implementation of end to end planning and delivery;• maintaining on-going prudent capital investment decisions;• increase certainty in annual expenditures and delivery;• optimise capital solutions and associated expenditure to improve affordability of services;• develop longer term based procurement opportunities;• realise efficiencies through reducing the number of transactions and utilising economies of scale;• development of program and performance based procurement models;• increase emphasis on improved outcomes resulting from innovation, standardisation and repeatable solutions;• increase confidence in benefits realisation, budgets, scope and timeframes; and• move to become an intelligent client by utilising a cost intelligence framework.
Quu is now inviting suitably qualified offerors to provide integrated engineering services (ies) to assist in it's pma journey. Previous communications about this ito contained references to c1638, for the avoidance of doubt c1638aandb is the new reference.
The offer is comprised of the following two (2) parts:
c1638a - treatment service provider; and
c1638b - networks service provider.
Offerors must only respond to one (1) part as detailed in the conditions of offer.
