Description:

Purpose of the contract
In collaboration with a POLHN Secretariat based in the Division of Pacific Technical Support, WHO, the Instructional design specialist will design and develop digital courses to meet the compliance, regulatory and continuing education needs for Pacific health workers, ministries of health, licensing and regulatory boards.
Background
POLHN (www.polhn.org) is an online learning platform jointly operated by the World Health Organization and Pacific health ministries. POLHN aims to address the need of health professionals in the Pacific to access continuing professional development (CPD) opportunities and up-to-date health information.

Start date: 15 April, 2018

End date: 20 November, 2018
Work to be performed

Develop 20 electronic courses using third party development tools (HTML, SCORMS and Adobe or any out-of-box tried and tested technology) based on existing content materials provided by WHO. The course content will be combination of power point presentations, word documents, PDF, image and printed documents. The courses will range from three – six hours in duration with an average of 10 to 15 modules;

Provide technical support to develop the assessments for each module;

Provide technical to prepare pre-assessment and post-assessment modules and integrate them with Moodle for learner’s assessment;

Develop feedback mechanism for the course;

Develop easy access resources (assignments, resources) bank for the courses;

Design and develop interactive activities; use graphics and animations;

Works with POLHN team to ensure curricula are effective and appropriately developed;

Perform basic administrative duties for the courses upload and other courses related maintenance of the LMS;

Ensures that the electronic course and assessment is of the highest level quality;

Ensure right balance of quality, comprehensiveness of content, platform-independent (browser, operating system) visibility and speed-optimized content.

Utilize adult learning models, implement multiple teaching and learning styles to maximize learner success;

The courses should be mobile and desktop responsive with adjustable bandwidth. The course should be downloadable and ready to use both offline as well as online (Plug and Play)

Work with WHO officers and course instructors to identify opportunities for improvement through a continuous cycle of evaluation and feedback;

Provide course instructors with instructional guide for the online course delivery to maximize the trainer competency; and

Develop supporting materials, including course overview, expected number of hours per module, brief description of each module, brief description of core competencies gained, and links or electronic copies of relevant reading materials.
Output/s
In collaboration with the WHO Pacific Health Systems and Policy team, the contractor will develop, upload and synchronize with the existing system.

Develop and upload 20 e-learning courses on POLHN LMS;

Integrate courses from Moodle to WordPress; and

Provide offline/ downloadable version of the 20 courses.

Mandatory requirements

At least five years of direct work experience with LMS and online teaching;

Demonstrated experience working with Moodle and WordPress integration;

Demonstrated experience with developing online and offline courses for low resource setting;

Experience with curriculum development, design and evaluation;

Previous working experience with developing and designing POLHN e-courses will be an asset;

Knowledge about Pacific health system and Pacific internet infrastructure will be an added advantage;

Should be a more than 10 employee company with an ability to provide listed services; and

Should be able to provide CV of team members.

Applications
Qualified institutions / companies should submit the technical and financial proposals in the English language. For preparation of the proposal, refer to the following aspects which shall be addressed in the proposal:

Formal proposal submission letter;

understanding and approach;

methods of implementing the approach;

dependencies / challenges / assumptions;

risk management plan; and

detailed work breakdown structure along with segregation of roles along with team members.
The financial proposal shall cover all costs. The financial estimates/proposal shall be itemized which shall at least include both HR and non-HR costs. A financial estimates’ summary shall be shared along with the detailed itemized costing to [email protected].
