Description : Background and Justification

Since 2009, the Child Protection Section of UNICEF Kenya has been supporting the Government of Kenya (GoK) and its partners to shift from issue-based protection programming to a system approach in preventing and responding to child protection concerns. In 2009, the GoK conducted a mapping exercise on child protection systems. The results and recommendations of this exercise continue to inform the government on areas that need strengthening in order to have a strong and functional child protection system.

Since the mapping exerice, Kenya has made remarkable progress in defining, modelling and initiating some components of child protections. These include; the Child Protection Centre, a one-stop centre for child protection services, referral mechanisms and community outreach activities; toll free child helpline; child protection information management system; a family strengthening and alternative care mechanism for children without parental care. The government has developed a Framework for National Child Protection System. In addition, following the 2010 Violence Against Children (VAC) study, the Department of Children Services (DCS) developed a national response plan to VAC, which is intended to bring all actors together in prevention and response to VAC and thus can be a model to adress violence against children.
