Tender Details

The contracted agency will support in designing AI tool and mobile application to monitor and detecting code violations on digital platforms and streamline the process of reporting these violations for enforcement and regulatory measures which will include following steps - Development of Workplan which include of schedule and timeline of activities. Design and develop AI tool for autodetection of Code violations in digital platforms like FACEBOOK, Instagram or Company Websites etc. Develop and design a user-friendly Mobile app that is connected to a database (storage cloud) to enable uploading and documenting information relevant to violations, such as photos and videos. The mobile app should have user-friendly interface, advertisement free, bilingual (English-Lao), and with QR code access options were government agencies or general population can report and document violations of the International Code of Marketing of Breastmilk Substitutes, irrespective of whether violations occur in traditional or digital communication channels. Technical meetings and discussion with government departments to orient them on the usage of both tools and its purpose. Development of the final version of both products attending the corresponding comments and modifications in terms of design, understanding and functionality. Specialized technical support for possible failures of the application or the tool, in addition to the maintenance of both digital products. Provide technical support to incorporate BMS Digital violation data into the NIPN website, aiming to enhance interoperability for increased awareness and support regulatory measures. For preliminary or draft documents and final products: Incorporate suggestions issued by the UNICEF technical team. Respond in writing to any comments issued by UNICEF that it has not considered appropriate to incorporate in the respective reports. Participate in working meetings and feedback sessions with UNICEF staff and/or relevant counterparts.The UNICEF technical team will review each of the products/ tools periodically with the relevantgovernment departments and make suggestions/comments which needs to be incorporated. Each product must be approved in writing by the UNICEF technical person before it can be considered as a final version.
