TERMS OF REFERENCE SHORT TITLE OF ASSIGNMENTInstitutional consultancy for the capacity building of "Meshwary" (My Journey) trainers. BACKGROUNDThe Egyptian population counts 28.5 million young people of age 10-24 years out of which 13.2 million are girls[1], accounting for 28% of population. By 2030, Egypt will have about 35 million young people, with 8 million more in this age bracket and by 2050 there will be about 40 million of them, accounting for 1 in every 4 Egyptian[2]. The rapid population growth jointly with the high child dependency ratio[3] indicates that Egypt is in the early demographic dividend phase. To maximize the opportunities offered by the demographic dividend Egypt needs to focus on adolescents and youth and their transition from school to work, as well as on those of working age. Focused efforts and resources are required to ensure that the country takes full advantage of such dividends and at the same time contributes to reducing population growth and gender inequality. The country is also experiencing a large-scale influx of refuge. Egypt's vision 2030 puts much emphasis on young people's skilling and transition to work. This is equally important in UNICEFEgypt Country Programme (2023-2027). The vision focuses on boosting sustainable economic growth through decent job creation and generating adequate and productive job opportunities, focusing on women and young people, promoting innovation and knowledge culture. Meanwhile, UNICEF Strategic plans (2022- 2025) includes a strong focus on improving adolescent girls' and boys' skills, learning and employability right. Meanwhile, UNICEF Egypt is extending equal efforts to address the gender barriers that prevent girls from equitable access to and uptake of learning, skills and employment opportunities and spotlight the disadvantages faced by girls and women and provides opportunities towards an equitable better future, this is vibrant in different interventions which focusing on young people to equip them with relevant knowledge and skills to transition to future work opportunities and empowered lives, with specific focus on girls, ensuring that all programs are tailored to meet girls' unique needs and align with UNICEF central elements to a girl-centered approach to skill building[4]. This is well defined in the National Girls' Empowerment Initiative, namely "Dawwie"[5]. Since 2008 todate, UNICEF Egypt in collaboration with the Ministry of Youth and Sports (MoYS) have been implementing ‘Meshwary' (My Journey) Programme. The programme aims at equipping disadvantaged young people (10 24 years), with enterprise, employability, financial and life skills as well as provide them with career guidance to enable them to be economically and socially empowered to make strategic choices about their future.The MoYS is the main government entity responsible for developing and implementing policies and programmes for adolescents and youth development and empowerment. Through its largenetwork of nearly 4, 300 youth centers, it has the capacity to reach the most marginalized communities with skills development, employability and awareness raising programmes. The work with MoYS includes strengthening the capacity of staff affiliated to the ministry, adolescents, and youth ambassadors to scale up the outreach of "Meshwary" programme in the most marginalized communities.Against this backdrop, UNICEF Egypt is seeking to contract an institution to undertake the assignment explained hereinafter. OBJECTIVE Developing a Training of Trainers for MoYS Meshwary facilitators to ensure integration with the Girls' Empowerment (Dawwie) and Climate Change/green skills curricula Conduct capacity building for MoYS facilitators including mentoring at least 200 facilitators for a period of at least one yearMETHODOLOGY The selected institutional consultancy will be reporting to UNICEF ADAPand SBC teams and work in close coordination with MoYS and relevant stakeholders. The first pillar includes a desk review of the current manuals, selected achievements report and consultation with the "Meshwary" implementing partners, trainers and engaging young people meaningfully in the process toinform the development of a girls-centered guiding manual as well as green skills integration for the "Meshwary" skills development trainers.The Training of Trainers manual is to be delivered to the "Meshwary" trainers to improve their capacities on girls' empowerment and green skills including onmodalities to further the integration between "Meshwary", "Dawwie" and the Youth Challenge for Climate Change curricula.The Second pillar focuses on enhancing the institutional capacity of the "Meshwary" skills development trainers.This will be through 1) assessing the capacities of the existing "Meshwary" trainers and selecting potential candidates for the master trainers' programme; 2) provide an advanced capacity building programme to create a cadre of at least 50 master trainers; 3) providing refresher training to the "Meshwary" exiting 250-260 trainers; 4) Selection and training of 140-150 of the newly selected staff to be capacitated as skills development trainers; 5) provide mentoring support for at least one year to the selected Master Trainers. ** All ToTs and refresher workshops in this assignment will be held at MoYS facilities and the location will be determined based on theavailability and number of workshop's participants. This might require traveling to Alexandria, Port Said where some of the MOYS training sites are located. ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE Activity I: Develop a Training of Trainers (ToT) manual to improve the capacities of the "Meshwary" skills development trainers on girls' empowerment methods including strengthened integration with "Dawwie". Review the current life and employability skills manuals and selected "Meshwary" programme relevant material/manuals, the National Girls' Empowerment Initiatives, namely "Dawwie" and the Youth Challenge on Climate Change materials. Conduct focus group discussions/interviews with key stakeholders and young people, particularly girls and young beneficiaries of "Meshwary", "Dawwie" and Youth Challenge to inform the development process. (At least 6 FGDs and 7 in-depth interviews conducted). Develop a ToT manuals based on the outcomes of the above-mentioned activities. Develop a digital version of the manual. Deliverables of activity I: A total of 6 FGDs and 7 in-depth interviews conducted, and presentation developed with findings and recommendations on theways to strengthen girls' empowerment methods and further integration between "Meshwary", "Dawwie" and Youth Challenge 4.0 (Englishesign) developed and submitted to UNICEF. Produce a digitalized version of the ToT manual. Activity II: Building the institutional capacity of service providers: Develop assessment criteria and assess the capacities of the existing "Meshwary" trainers to select potential candidates for the master trainers' capacitation programme and provide an advanced capacity building programme to create a cadre of master trainers. Develop selection criteria and support the selection of the new trainers from the staff affiliated to MoYS to join the "Meshwary" skills development trainer group. Prepare and print out manual training material, registration and pre and post survey questionnaire, visibility materials, required stationery, etc. for a total of 26 capacity building ToT workshops (as explained in the following point). Conduct 26 capacity building TOT workshops on the existing skills developmentpackages of "Meshwary" Programme including the life and employability manual and the entrepreneurship manual and develop workshops reports with assessment and recommendations. This will be as follows: i) A total of 4 workshops (Total of 24 days: 5 days x 4 workshops = 20 days 4 days preparation and reporting). The 4 workshops include 2 workshops on life and employability skills and 2 workshops on entrepreneurship skills for 50 trainers who were selected from the existing group of skills development trainers to be capacitated as master trainers.ii) A total of 10 refresher training workshops(Total of 45 days: 4 days x 10 workshops = 40 days 10 days preparation and reporting). The 10 workshops include including 5 workshops on life and employability skills and 5 workshops on entrepreneurship skills for 250-260 trainers of the existing group of skills development trainers.iii) A total of 12 workshops (Total of 72 days: 5 days x 12 workshops = 60 days 12 days preparation and reporting). The 12 workshops include 6 workshops on basic ToT facilitation skills and life and employability skills and 6 workshops on entrepreneurship skills to train 140-150 of the newly selected staff to be capacitated as skills development trainers. Provide face to face mentoring and coaching support during the implementation of the skills development programme (15 monitoring visits) and develop visits' report. Deliverables of activity II: Assessment criteria developed, capacity assessment of the existing "Meshwary" trainers to select potential candidates for the master trainers' capacitation programme conducted, and assessment report submitted to UNICEF. Selection criteria developed, selection of new potential trainers form the staff affiliated to MoYS to join the "Meshwary" skills development trainer group conducted and selection report submitted to UNICEF. Manuals, training and visibility materials printed, and support for a total of 26 workshops provided. A total of 26 workshops conducted including 4 workshops to create a cadre of master trainers (50 master trainers), 10 refresher training workshops to the existing Meshwary trainers (250-260 existing trainers), and 12 workshops to qualify the newly selected staff to be skills development trainers (140-150 new trainers). ToT workshops report (2 reports on the mater trainers' workshops, 5 reports on the trainers' workshops, and6 reports on the new trainers' workshops) prepared with assessments and recommendations and submitted to UNICEF. A visit to provide mentoring and coaching support is conducted in each of the 15 target governorates (total of 15 visits) and visit reports submitted to UNICEF. Demonstrated experience in leading/designing similar training and TOT workshops assignments, preferably for young people. Experience in youth programming with a focus on life and employability skills programmes, etc. Strong grasp of recent innovation in the skills development and empowerment field. Proficiency in English and Arabic technical writing skills. Analytical and conceptual skills. Ability to work against deadlines. Proved experience in digitalizing content. CONDITIONS OF WORKUNICEF must hold the copyrights to any materials developed over the course of this assignment including publications, photos and videos. If the assignment involves adolescents and youth, all participants should be informed before photo and video documentation. A written consent, following UNICEF consent form format, should be taken from the person prior to the documentation. In case s/he is a minor, a written consent, following UNICEF consent form format, should be taken from the persons in charge for her/his care. All ToTs and refresher workshops in this assignment will be held at MoYS facilities and the location will be determined based on the availability and number of workshop's participants. This might require traveling to Alexandria, Port Said where some of the MOYS training sites are located. UNICEF Egypt and MoYS will mutually engage to provide feedback and comments or to approve the deliverables and final product developed by the contracted institution within 2 weeks of submission. The contracted institution is required to provide final approved deliverables within one week upon receipt of feedback to receive their payment per objective and payment plan.
