CENTRALIZATION OF LEGAL SERVICES PROJECT IMPLEMENTATION UNIT

COMPONENT: ADAPTIVE PUBLIC SECTOR APPROACHES TO PROMOTE FISCAL SUSTAINABILTY

The Government of Jamaica (GoJ) has received funding from the World Bank towards the Strategic Public Sector Transformation Project and intends to apply a portion of the proceeds to fund project staff to support the Centralization of Legal Services at the Attorney General's Chambers.

The GoJ is transitioning to a centralized model for the delivery of legal services which will result in all attorneys in the Ministries transferring to the Establishment of the Attorney General's Chambers.

In order to achieve this objective a Project Implementation Unit is established at the Attorney General's Chambers. To this end, the Ministry is seeking to secure the services of the following project staff :

Information Technology Administrator

The IT Administrator will support the Project Manager, Information, Communication and Technology, by undertaking a variety of administrative tasks designed to ensure that the AG-s Chambers network infrastructure, systems security, service platforms, end user hardware and service level agreements meet the needs of the organization. The IT Administrator will assist with planning and documenting recommendations for upgrading, modernizing and stabilizing the AG-s Chambers IT systems and platforms; and carry out required configurations and installations.

QUALIFICATIONS:

• Bachelor-s Degree from an accredited university in the field of computer science, information technology;

• Three (3) years- Information Technology work related experience;

• Training in Microsoft server and cloud platforms, Cisco networking, firewall and security platforms.

Records Management Assistant

The Records Management Assistant will use the provided Open File Survey instrument to record relevant data on each open file and provide monthly reports, in a format approved by the Legal Consultant, on the number of open files within each Division of the AGC.

QUALIFICATIONS:

• A First Degree in the Social Sciences or Law; and

• 1-2 years- experience working in an office environment.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank-s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank-s policy on conflict of interest.
