The consultant will undertake research, policy analysis, stakeholder consultations and technical drafting to develop three interrelated outputs: (i) a Just Transition Framework for the NPC Programme, (ii) an Operational Just Transition Plan for implementation of the NPC Programme, and (iii) a National Just Transition Framework for Nature-Based Solutions in Kenya. The work will involve assessing employment, livelihood, social inclusion and environmental dimensions of the transition; identifying risks and opportunities for affected communities; facilitating multi-stakeholder consultations; and developing practical measures to promote decent work, equity and social inclusion.
