INTRODUCTION

The Dominican Initiative for Quality Education (IDEC) is a multisectoral platform promoted by the Ministry of Education of the Dominican Republic (MINERD) composed of civil society organizations, private sector and international organizations that support the education sector.

UNICEF is a founding partner and active participant of IDEC since its creation in October 2012, and has supported the Initiative with advice, proposals and financing of some of its activities.

One of the most relevant tasks of the IDEC is the semi-annual publication of a report on the monitoring and monitoring of educational policies that has become a benchmark for the country`s educational community. Since the creation of IDEC, twelve monitoring and monitoring reports have been prepared and published, the last of which corresponded to the year 2018.

JUSTIFICATION

The IDEC requires the hiring of a consultant to prepare the following monitoring and monitoring report for the First Half of 2019 and UNICEF has decided to support the Initiative in this activity.

OVERALL OBJECTIVE

Prepare the IDEC monitoring and monitoring report corresponding to the First Half of 2019.
PRODUCTS AND TASKS

Product 1:

1.1. First draft of the monitoring and monitoring report, with your monitoring board and submit it to the IDEC Steering Committee for consideration and approval.

Product delivery date 1.1: September 22, 2019.

Product 2:

2.1 Prepare the final monitoring and monitoring report incorporating the observations of the Steering Committee. The final report includes the general report, an executive summary, the monitoring board and an annex with all the information that has been taken into account to carry out the work.

2.2 Prepare a PowerPoint presentation with the main conclusions of the report for public presentation.

Date of delivery of products 2.1 and 2.2: October 15

Three months beginning on August 22, 2019

CONTRACT SUPERVISION

The consultant will be directly supervised by the Education Officer of UNICEF Dominican Republic.

PAYMENT METHODS:

Payments will be made according to the following scheme:

• 1st payment of 40% against successful delivery of the product 1.1

• 2nd payment of 60% against the successful delivery of products 2.1 and 2.2

BASE INFORMATION FOR THE PREPARATION OF THE REPORT:

The IDEC team will deliver to the consultant the compilation of all the information produced during the First Half of 2019 on the ten goals in which the 2017-2020 strategic plan of the MINERD is structured, grouped and organized around the 53 lines Strategic Plan. The information includes the reports of those responsible for the goal published on the platform for monitoring presidential goals (SIGOB); the reports, statistical and regulatory yearbooks produced by the MINERD; reports, articles and studies related to education pr eu Dominican niversitaria published in the first half of 2019 and news release about the educational world in the period published by the Dominican media.
