INFORMATION FOR TENDERER
Eligibility of Tenderer : a. The Bidder shall have a minimum of 07 (Seven) years of overall experience in the role of contractor or sub-contractor or management contractor. In case of Joint Venture, it is 05 (five) years for Lead Partner and 05 (five) years for other Partners.b. Prime Contractor shall have experience in supply and installation of Central Equipment Identity Register System or Software Solution Integrating Mobile Network Operators (MNOs) in a single platform.c. Shall have Experience working with large-scale OLTP database with minimum 500 (five hundred) transactions per second.d. Bidder shall have experience working with any regulatory authority or government organization.e. Bidder shall have at least 1 (one) contract of similar nature, complexity and methods/ technology within last 5 (five) years with a value of at least 5 (five) million USD.f. Bidder shall have CMMI Level 3 certification and ISO certification. g. The required average annual turnover of the bidder shall be at least of the amount of 1 (one) million USD (or equivalent BDT) for best 3 (three) years in the last 5 (five) years.h. The maximum number of arbitrations against the Bidder shall be 2 (two) over a period of the last five (5) years.i. Multiple firms having technical and legal competency for developing such a product can apply jointly but they shall have legal agreement among them where one firm needs to be the lead firm.j. Bidder shall provide necessary evidence including previous completion certificates to comply with the eligibility of bidder.
Brief Description of Goods or Works : Implementation of National Equipment Identity Register (NEIR) for BTRC is a central system for BTRC that will enable the authority to maintain proper access control of mobile devices and check the device data & cross match with NAID, CBVMP, GSMA DB and allow/disallow the device to connect to the telecom network to facilitate users to get the facilities of the system like, registration, device blocking, complaint generation or any other requirement as mentioned in the tender documents.
