Tender Details

Tenders are invited for Implementation of Mobile NFC enablement (HCE) and Tokenization Service.
1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) toward the cost of Payment Modernization Project and intends to apply part of the proceeds of this loan to payment under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.
2. The Bank of Mongolia (BOM) (“the Purchaser”) invites sealed Bids from eligible Bidders for the contract “Implementation of Mobile NFC enablement (HCE) and Tokenization Service”.
3. International competitive bidding (NCB) will be conducted in accordance with ADB-s Single-Stage: One-Envelope (1S1E) procedure and is open to all bidders from eligible source countries of ADB as described in the Bidding Document.
4. Only eligible Bidders with the following key qualifications should participate in this bidding:
• Soundness of the Bidder-s financial position showing long-term profitability demonstrated through audited annual financial statements (balance sheet, income statement, cash flow statement) for the last three (3) years (2017, 2018, and 2019).
• Minimum average annual turnover of USD 1, 900, 00.00 is defined as the total payments received by the Bidder for contracts completed or under execution over the last three (3) years (2017, 2018 and 2019).
• The Bidder must demonstrate that its financial resources of availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement, which is USD 1, 300, 000.00.
• The Bidder shall have two (2) contracts successfully completed as main supplier within the last five (5) years (2015, 2016, 2017, 2018, and 2019) each valued at least USD 660, 000.00 for supply, installation, implementation, and support of NFC payment, Host Card Emulation (HCE), or Tokenization Service Platform (TSP).

5. Pre-bidding meeting shall be held on 14 October 2020 at 15:00 hours at the below address:

Bidding Document can be collected from the address above or may be sent by a courier

service for an additional fee of US$150.00 for International Delivery and MNT100, 000 for

Domestic Delivery. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below at or before 15 October 2020, 10:00hours.

All Bids must be accompanied by a Bid security as indicated in the bidding documents. Late bids

shall be rejected. Bids will be opened in the presence of the Bidders- representatives who choose

to attend at the address below on 15 October 2020, 10:10hours.

8. The Purchaser will not be responsible for any costs or expenses incurred by Bidders in

connection with the preparation or delivery of Bids.
