JUSTIFICATION

As part of the lessons learned by UNICEF in the implementation of interventions to reduce and prevent the MIUT, intersectoral coordination is a fundamental element to ensure comprehensive interventions at different levels, according to the socio-ecological model. This implies a broad national coordination and local among the institutions that provide services for girls and adolescents (education, health, protection system and social protection), to articulate interventions, create synergies and make efficient use of financial, logistical and human resources.

In view of the above, this consultancy is part of the priorities defined by the UNICEF office in the Dominican Republic and is part of the agreements signed with the Dominican Government.


OVERALL OBJECTIVE

Provide technical assistance to UNICEF and the Social Policy Coordination Office (GCPS) in the coordination, design, implementation and monitoring of interventions aimed at reducing and preventing child marriage and early unions with intersectoral institutions in the territories of action From this project.

SPECIFIC OBJECTIVES

Coordinate UNICEF technical assistance for the implementation of the Intersectoral Program for the reduction and prevention of child marriage and unions in the Dominican Republic.
Lead the technical assistance of UNICEF for the design, elaboration and approval of the National Intersectoral Plan for the reduction and prevention of child marriage and early unions in the Dominican Republic.

PRODUCTS AND TASKS

The products of this consultancy will be:

Initial work plan agreed upon by the parties (this plan may be available quarterly, quarterly, half-yearly or for the entire contracting period).
Monthly follow-up reports to the Work Plan.
Final report.
TASKS OF THE CONSULTANCY

Review and analyze the relevant documentation (reports, analyzes, evaluations, researches) on the situation of child marriage and early unions, both in the Dominican Republic, as well as regionally and globally.
Organize coordination meetings to promote intersectoral articulation with governmental, civil society, youth, community, faith-based, academic, and private sector institutions at the local and central levels.
Support the Coordination Office of Social Policies (GCPS) in the coordination of the Intersectorial Coordination Roundtable for the reduction and prevention of MIUT in the Dominican Republic.
Coordinate with the Program Progresando con Solidaridad (PROSOLI) and other intersectoral actors, the previous activities for the start of the implementation of the Intersectoral Pilot Program for the reduction and prevention of child marriage and early unions.
Coordinate knowledge management around the issue and situation of child marriage and early unions in the Dominican Republic. Managing documents of analysis, generation of evidence, implementing the systematization Plan and the monitoring plan of the Intersectorial Program, managing the guarantees of the evaluation design of the same, and the control criteria of the territories where interventions will not be made.
Participate in coordination meetings with UNFPA and UN Women to follow up on the Joint Interagency Program for the elimination of child marriage and early unions.

Prepare periodic progress reports on the implementation of the Intersectoral Pilot Program.
Facilitate workshops on sensitization and strengthening of institutional capacities for the reduction and prevention of MIUT.
Ensure the technical and methodological quality of the National Intersectoral Plan for the reduction and prevention of child marriage and early unions in the Dominican Republic.
Maintain permanent coordination with UNICEF program officers and local program coordinators.
Support the implementation of any other initiative related to the prevention of child marriage that is generated during this period.
DURATION

The consultancy will have a total duration of 11.5 months between June 2019 and May 2020.

SUPERVISION OF THE CONTRACT

The consultant will be supervised by the UNICEF Social Policies Officer in the Dominican Republic.

The consultant will work closely with the officials of Social Policies, Communication for Development, Monitoring and Evaluation, and for sectoral activities with the Protection, Health and Education officers.

WAY TO PAY

Payments will be made in national currency (Dominican pesos) according to the following criteria: monthly report of activities carried out according to results / tasks and monthly plan of activities.

OFFICIAL TRAVEL INVOLVED

The costs of travel to the land (transportation, accommodation and per diem) will be covered by UNICEF, according to a travel plan and sent at least 5 working days in advance.

FORM OF SELECTION AND WORK MODE

The contractor will be selected directly by UNICEF. The contractor will work in the UNICEF offices. UNICEF will provide a workspace equipped with a computer and / or landline. UNICEF will provide a mobile phone for the duration of the contract.
