Expression of Interest are invited for High Frequency Agricultural Labor Surveys - Ethiopia.

One of the main objectives of the proposed study is to collect time use and agricultural labor data at a level of detail that other data sources from the region do not provide. While this is a challenging and ambitious goal, the necessary data collections will be designed with a narrowly defined purpose which makes this goal achievable. Other large-scale data collections such as the Living Standards Measurement Study Integrated Surveys on Agriculture (LSMS-ISA) attempt to cover multiple aspects of farming households and offer a rich set of characteristics and indicators than can be used to describe the sample population but they do not allow for the kind of in-depth analysis that we suggest in this proposal. In addition, the report will draw on the knowledge generated by the in-depth study to derive recommendations of policy interventions addressing the most binding constraints for women farmers.

Detailed data can generate a foundation for the rigorous empirical analysis of the constraints that women face in securing sufficient farm labor. The datasets will provide a comprehensive and in-depth understanding of mens and womens time use and agricultural labor use more generally, within-household farm management, gender differences in the returns to male farm labor, and the different labor market conditions male and female farm managers face. The resulting diagnostic will form the first phase of analytically developing and designing policy options to close the gender gap in agricultural productivity.

Household surveys will be conducted among a sample of farming households identified through the 2019 RLLP project census of farming households, totaling approximately 1, 200 households in Ethiopia. This data will capture baseline information on household member demographics, agricultural plots, gender roles, mental health and cognitive function, and child and dependent care. Data on agricultural production, demand for hired labor and farm management will be collected for each season.

High Frequency Labor Data (each of female and male plot managers of the 1, 200 sample households will be surveyed 12 times in order to cover the majority of the cropping cycles over approximately a 9-month period). The bulk of the data collection will consist of a high-frequency labor survey which will capture aggregate labor inputs from all household workers and non-household laborers for one selected plot per manager, with detailed information on time use for all plot managers. Differences in time use allocation between women and men has been associated with discrepancies in subjective wellbeing (e.g. Seymour & Floro, 2016), the time allocation modules allow us to observe womens and mens relative labor allocations across domestic, on-farm, post-harvest, market, and other income generating tasks. In addition, the labor input data will be matched to the baseline plot and crop data.

Under these terms of reference, a survey company is sought that will carry out the baseline, endline and 12 high frequency data collections.
