Description:
Purpose of the Consultancy

The WHO Country Office and the Ministry of Health (MoH) in Vanuatu currently require a specialist in Health Information Systems and Health Informatics to progress the implementation of the Hospital Information Management System (HIMS) project and the Vanuatu eHealth Strategy and in particular to support the development of the VanPHIS2 system as part of that strategy.

Background

In 2017, the Vanuatu Ministry of Health (MoH) with the support of the World Health Organization developed a Hospital Information Management System (HIMS) Investment Strategy. The MoH is also currently in the process of developing a broader whole-of-system eHealth strategy. This broader eHealth strategy will incorporate and integrate the ongoing development and extension of the routine HIS reporting systems and resource management systems including those for facility management, assets management and pharmacy logistics. In addition, the MoH is increasingly adopting mobile devices for both routine and ad hoc data collections and it is essential that this usage is coordinated and aligns with the MoH standards, and that it is sustainable. A consultant is required to assist the Ministry of Health to implement the eHealth strategy and HIMS Investment Strategy and to support VanPHIS2 developments to ensure they align with these strategies.

Timelines and duration of assignment (subject to confirmation)

The total duration of the contract is 30 days. Initial preparatory work can be completed remotely. However, the bulk of the contract will be carried out in Vanuatu. The consultant is expected to commence work in August 2018 and complete the work by early December. Exact dates will be negotiated with the successful applicant.

Work to be performed

Method(s) to carry out the activity

The consultant is contracted under the World Health Organization and, from an organizational perspective, his/her activities will be supervised by the in-country WHO HIS Technical Officer. The consultant reports directly to the eHealth Steering Committee. He/she will attend the eHealth Steering Committee meetings to provide updates on progress, identify risks or roadblocks he/she faces, and to address any stakeholder requests or concerns. Additional technical consultations between the consultant and the steering committee will take place as required. The consultant will provide written progress reports to the eHealth Steering Committee at least once each month, and more frequently when requested. He/she will work closely with local counterparts to coordinate technical consultations and the development of the technical requirements.

Activities and outputs

Working with the HIS Technical Officer and the Ministry of Health HIS team;
Conduct stakeholder meetings to determine reporting information requirements across public health and hospital systems
Establish the Vanuatu National Health Data and Indicator Dictionary
Develop and trial a range of data collection forms and processes
Support the preparation of population and GIS data for incorporation into the reporting system
Prepare the requirements specifications for development of the VANPHIS2 (which utilises the DHIS2 software) for implementation by the software developers
Work with the technical developers and assist in software testing
Progress other activities from the eHealth Strategy and HIMS Plan as required including, but not limited to; Commencing data preparation for the master patient index
Supporting the HIS project officers in development of the use Tablet applications within the overall HIS environment
Carrying out six-month evaluation review of mSupply mobile and Tupaia implementation


Deliverables
Work plan completed through consultation with eHealth steering committee and key stakeholders
Monthly progress reports
Vanuatu national health data dictionary established
Data collection forms developed, trialled and finalised
Requirements specifications for extension of the VANPHIS2 software developed (for implementation by software developers)
Test plan for software developed.

Specific requirements

Qualifications required:

Masters Level in Statistics, Public Health, Information Technology or related fields

Experience required:

At least seven [7] years project management experience in development of clinical information and public health systems, preferably with a formal project management qualification

Demonstrated experience in the design and implementation of monitoring and evaluation systems.

Previous experience in system interfacing or integration highly regarded

Previous experience in the Pacific highly regarded

Skills / Technical skills and knowledge:

Demonstrated expertise and experience in the design and/or acquisition of clinical information systems.

Demonstrated knowledge of the definitions and derivation of standard public health indicators and experience in the development of national data dictionaries.

Demonstrated experience in business and information analysis and system design of clinical or health information systems

Language requirements:

Must be fluent in English and able to read/write/speak at an expert level

Knowledge of Bislama/Pijin/Tok Pisin would be an advantage

Place of assignment

The assignment will predominantly take place in Port Vila, Vanuatu, with travel to several provinces. The initial phase of the project can be conducted remotely from the consultant’s home base.

Contract type

The contract type is a Short-term Consultancy (STC) Agreement for Performance of Work (APW). All travel arrangements will be made by WHO (WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO). While on mission under the terms of this consultancy, the Consultant will receive a subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
