Dear Sirs:
The Department of Public Works and Highways (DPWH), 2nd District Engineering Office, Carigara, Leyte through the Bids and Awards Committee (BAC) intends to apply the sum stated below being the Approved Budget for the Contract (ABC) to payment for the said contract, hereby notifies the above invited DPWH qualified Consultants, to bid/negotiate for the herein contract through Alternative Method of Procurement under Negotiated Procurement (Small Value Procurement), viz:
a. Contract ID : 19CSID02 (Negotiated Procurement - Small Value Procurement)
b. Name of Contract : Geotechnical Exploration for the Construction of Minuhang (Baluarte)-Balud and Balud Duka Road connecting to Bagahupi-Babatngon-Sta. Cruz-Barugo-Carigara National Road in support of the Barugo Eco-Zone, Barugo, Leyte ; Construction of Two-Storey DPWH Leyte 2nd District Engineering Office at Carigara, Leyte and Construction of Missing Links/New Roads-Burauen-Albuera Road, Burauen Section, Leyte
c. Project Description : Drilling of Eleven (11) boreholes -A minimum of one boring should be performed for each retaining wall.For retaining wall more then 30m in Length, the spacing between borings should be no greater than 30 m. Additional borings inboard and outboard of the wall line to define conditions at the toe of the wall and in the zone behind the wall to estimate lateral loads and anchorage capacities should be considered.
Cuts:
A minimum of one boring should be performed for each cut slope.For cuts more than 60 m in Length, the spacing between borings along length of the cut should generally be between 60 and 120 m. At critical locations and high cuts, provide a minimum of two borings in the transverse direction to define the existing geological conditions for stability analyses. For an active slide, place at least one boring upslope of the sliding area.
For Buildings: Generally, borings are made one at each corner of the structure and one at the center.For low load warehouse building at large area, a minimum of four borings at corners plus intermediate borings at interior foundations will be sufficient to define subsoil profile.
For Bridges:
Conduct one(1)deep drilling at each abutment location and one(1)borehole at every onshore and offshore piers of each candidate site.

Please be informed that your firm is among the three (3) invited DPWH Accredited Consultants who was initially found qualified/eligible by our Bids and Awards Committee (BAC) as to legal, technical and experience requirements. The following are the invited Consultants:

Bidding will be conducted through Rule XVI -Alternative Method of Procurement under Section 53.9 - Negotiated Procurement (Small Value Procurement), where the amount involved does not exceed the thresholds prescribed in Annex -œH-, pursuant to the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184.
In view hereof, the procuring entity through the BAC request your Company to submit curriculum vitae and to bid/negotiate your best proposal for the abovementioned project for our evaluation and post-qualification.
