GENERAL PROCUREMENT NOTICE Republic of Kiribati, ProjectID No. P128938Kingdom of Tonga, Project ID No. P128939Tuvalu, Project ID No.P128940Samoa Project ID No. P143408PASO Project ID No. P145057Vanuatu Project ID No. P154149 Pacific Aviation Investment Program Grant Nos: H742-KI; H743-TO; H749-TV, H914-WS, H883-PASO, VANUATU?Under PreparationThe Republic of Kiribati, Kingdom of Tonga, Tuvalu, Government of Samoa, Pacific Aviation SafetyOffice (PASO) and Government of Vanuatu PPF have received financing in the total amount of approximatelyUS$77.72milliontowards the cost of the Pacific Aviation Investment Program (PAIP). This is a regional program which will be implemented by theRepublic of Kiribati, Kingdom of Tonga, Government ofTuvalu, Samoa and Vanuatu.
The implementing agency is Tonga Airports Limited whowill lead program implementation throughthe ''''Technical and Fiduciary Services Unit'''' (TFSU) which will provide program/project management, procurement, technicaladvice and financial services.The project will include the following components:A. Component A: Aviation Infrastructure Investments (approx. US$66.688M) million includingcontingencies). KIRIBATI: This component will invest in the aviationinfrastructure at Kiribati''''s international airports, including: (i) replacement of the terminal at Cassidy Airport and improvementsto the terminal at Bonriki Airport; (ii) construction of fire tender vehicle shelter and maintenance equipment building at CassidyAirport; (iii) resealing the road fromCassidy Airport to London to maintain access;(iv) installation of new navigation aids, automatic weather monitoring, safety and security equipment at the Cassidy and Bonriki airports; (v) upgrading of the Cassidyairport runway lights; (vi) provision of air traffic control equipment; (vii) provision of fire safety equipment; (viii) enhancingthe power supply for Cassidy Airport and the surrounding village; (ix) conducting a survey of obstaclesinfringing on the CassidyAirport; (x) provision of the Pacific Aviation Safety Network at Cassidy and Bonrikiairports; (xi) construction of a security fencefor the Bonriki airport; (xii) completion of the seawall being constructed at the Bonriki airport; (xiii) provision of design andsupervision consulting servicesrequired for implementation of the infrastructure investmentsTONGA: This component will invest in the aviationinfrastructure at Fua''''amotu and Vava''''u airports.
The activities include: (i) rehabilitation ofairport runways, taxiways and aprons;(ii) installation of new navigation aids, automatic weather monitoring, safety and security equipmentat the Fua''''amotu and Vava''''uairports; (iii) provision of renewable power through the implementation of a photovoltaic power source for generation of on-sitepower at Vava''''u airport; (iv) improvements to terminals to reduce electrical consumption through both passive and technologicalmeans; (v) provision of airport facilities to collect and store rain water from roof areas to reduce the potable water demand andpreserve natural water resources; (vi) security improvements such as improved fencing, access control, installation of a buildingmanagement system, a flight information display system, a closed circuit television and X-ray equipment for hand baggage; (vii)upgrading of runway lighting; (viii) provision of fire safety equipment; (ix) provision of the Pacific Aviation Safety Network atVava''''u airport; (x) provision of portable refueling equipment for Vava''''u airport; and, (xi) provision of the design and supervisionconsulting services required for carrying out such investments. TUVALU: This component will invest in the aviationinfrastructure at Funafuti international airport. Investments include: (i) rehabilitation of the runway, taxiway and apron, including, if viable, storage facilities for runway water runoff; (ii) construction of a new terminal and control tower; (iii)provision of air traffic control equipment; (iv) installation of new navigation aids, automatic weather monitoring, safetyandsecurity equipment; (v) provision of the Pacific Aviation Safety Network; (vi) conducting a survey of obstacles infringing on theairport; (vii) provision of fire safety equipment; and, (viii) provision ofthe design and supervision consulting services requiredfor such infrastructure improvement.SAMOA: This Component will invest in the aviation infrastructure at FaleoloInternational Airport.
The activities include: (i) rehabilitation ofairport runways and aprons; (ii) provision of AutomaticDependent Surveillance-Broadcast (ADS-B); (iii) provision of Air Traffic Control Equipment (incl VCSS); (iv) upgrading of the powersupply; (v) upgradingof runway lighting; (vi) provision of fire safety equipment; (vii) provision of the Pacific Aviation SafetyNetwork at Faleolo airport; and, (viii) provision of the design and supervision consulting services required for carrying out suchinvestments.PASO: This component comprises a program of activities to assist PASO through therestructuring process including, financing the costs associated with: (i) implementing a new organizational framework and staffchanges, including financing of severance packages for termination of existing contracts of staff; (ii) conducting legal reviewsfor strengthening its governance and management; (iii) evaluating the PASO funding approach, including finding new revenue sources;(iv) conducting workshops and seminars for PASO Council members; (v) developing a communications strategy; (vi) transitionalsupport to implement the new Business Plan, including engagement of TFSU for provision of support to PASO asper terms of a ServiceAgreement; and, (vii) carrying out annual financial audits of the Project as agreed with the Association.VANUATU: This Component will invest in the aviation infrastructure at Vanuatu.
Theactivities include: (i) design of runway rehabilitation works (ii) Resurface Runway, Apron and Taxiway and Turning Bays (VLA) (iii)Supervision of runway rehabilitation works (iv) VSAT supply and installation hardware; (v) VSAT Management Contract u0026 Designofspecifications; (vi) Fire Tender Vehicle; A. Component B: Aviation Sector Reform and Training (approx. US$3.740) million includingcontingencies). KIRIBATI: This component will finance technical assistance tothe MCTTD and other Line Ministries for: (i) strengthening capabilities with aviation sector management, policy, safety andsecurity oversight; (ii) development and implementation of civil aviation technical regulations and manuals; (iii) internationalair transport sector review and policy development with measures for airport safety and security strengthening (through thepreparation of proposed amendments to the penal code and implementation of a public awareness campaign), projections for airtraffic demand, identification of sources of revenue, public service obligations and gap financing, policy roadmap forreorganization, strengthening and streamlining civil aviation oversight, and long-term airport master plans for Bonriki and Cassidyairports; (iv) training on aviation policy, management and operations; (v) carrying out of a baseline auditof the safety andsecurity at Cassidy and Bonriki Airports and review progress in the implementation of the ICAO Corrective Action Plan by theRecipient; and, (vi) carrying out of safety and security oversight audits.TONGA: Provision of technical assistance to TAL, the MOT and other Line Ministries, andPASO for: (i) strengthening capabilities for aviation sector management, policy, safety and security oversight; (ii) drafting ofthe legislation needed to improve the long term status of TAL''''s operations; (iii) training on aviation policy, management andoperations;(iv) carrying out a baseline audit of the safety and security at Fua''''amotu and Vava''''u Airports and review progress in the implementation of theICAO Corrective Action Plan by the Recipient; (v) carrying out safety and security oversightaudits; (vi) preparation of a business plan for PASO''''s operations; and, (vii) implementation of restructuring measures arising fromPASO''''s business plan. TUVALU: Provision of technical assistance to the MTC andother Line Ministries for: (i) strengthening the capabilities for aviation sector management, policy, safety and securityoversight; (ii) training on aviation policy, management and operations; (iii) carrying out of a baseline audit of the safety andsecurity at Funafuti Airport and review progress in the implementation of the ICAO Corrective Action Plan by theRecipient; and, (iv) carrying out of safety and security oversight audits. SAMOA: Provision of technical assistance to Samoa AirportsAuthority (SAA)and Line Ministries for (i) strengthening the capabilities for aviation sector management, policy, safety andsecurity oversight; (ii) training on aviation policy, management and operations; (iii) development of a Training Needs Analysis(TNA) for SAA and CAA; and, (iv) carryingout of safety and security oversight audits.PASO: This component will support the establishment of a pool of inspectors to be usedby PASO to oversee aviation safety and security, through a series of activities including: (i) establishing a comprehensiveRegister of Inspectors for the region available for PASO-related services; (ii) establishing a Regional Program of Inspectors tobuild and assess the capacity of inspectors from member states; (iii) provision of necessary training for inspectors to ensure theymeet skill levels necessary to provide PASO services; and, (iv) provision of training to PASO staff to develop the human resourcesto deliver the necessary services.VANUATU: Provision of technical assistance to the AVL and theMinistry of Finance and Economic Management : (i) aviation sector strategy (national policy; (ii) training needs analysis for AVLand CAAV; A. Component C: Strengthening Airport Operations and Management Capacity (approx. US$1.884)million including contingencies). KIRIBATI: The component will finance: (i) technical assistancefor the: (a) establishment of an independent public entity for the management of Kiribati''''s airports; and, (b) its operation, and(ii) the management contract for the operations of the Bonriki and Cassidy airports.TONGA: This component will finance the following regional studies (i) Options forRegional Aviation Supply, (ii) Long-TermSustainability of Aviation Infrastructure, (iii) Analysis of Flight Information Region(FIR).TUVALU: Provision of technical assistance to CAA for, interalia identifying options for the sustainable operation of Funafuti airport. SAMOA: This component will finance: (i) the provision of an Asset Management System(ASM); and (ii) the SAA Strategy and Business Plan and SamoaNational Aviation Strategy Management and OperationsPASO: Overall quality management of PASO will be strengthened by activities including:(i) establishing a quality assurance system for PASO to ensure that all operations meet an appropriate standard; and (ii)implementing a PASO Management Information System with an appropriate IT network, including a document managementsystem.VANUATU: Provision of technical assistance for (i)airportmaster plan (AVL) (ii) legal advisory services (MIPU/CAAV); (iii) Aviation adviser CAAV; (iv) airport operational advisor andsupport. A. Component D: Project Support (approx. US5.409) million includingcontingencies). Thiscomponent will finance the provision of technical, advisory and administrative support to the Implementing Agencies, LineMinistries and the TFSU and provision of office space and equipment, services of financial auditors and annual subscriptions forthe operationof the Pacific Aviation Safety Network during Project implementation.
