GENERAL PROCUREMENT NOTICE SAMOAAGRICULTURE AND FISHERIES CYCLONE RESPONSEPROJECTSustainable Development SectorGENERAL PROCUREMENT NOTICEGrant No: H885-WSProject ID No: P145938 TheIndependent State of Samoa has received financing in the amount of US$5.0 million equivalent from the World Bank toward the cost ofthe Agriculture and Fisheries Cyclone ResponseProject andit intends to apply part of the proceeds to payment for goods, works, related services and consulting services to be procured under this project. Theproject includes the following components: Component 1: CycloneRecovery forSubsistence Farmers and FishersTheobjective of this component would be to carry out a program of activities aimed at restoring production capacity of cycloneaffected subsistence farmers and fishers including: (i) Issuing vouchers to subsistence farmers for purchase of eligible farm items;(ii) Issuing vouchers to subsistence fishers for purchase ofeligible fishing equipment and/or farm items. Component 2: CycloneRecovery forCommercial Farmers and FishersTheobjective of this component would be to carry out a program of activities aimed at restoring production capacity of cycloneaffected commercial farmers and fishers, including:(i) Providing Recovery Grants to commercialfarmers to assist in restoration of farm equipment and infrastructure lost or damaged due to the cyclone;(ii) Providing Recovery Grants to commercial farmers involvedin aquaculture to assist in restoration of the equipment orinfrastructure damaged due to the cyclone. Component 3: Restoration of MAFFacilities and Strengthening the Agricultural Sector''''s Capacity for Disaster Preparedness and Response Theobjective of this component would be to carry out a program of activities aimed at:(i) Supporting the repair of essential MAF facilities, damaged during the cyclone;(ii) Establishing systems for the regular collection andupdating of agricultural production information;(iii) Developing a standard methodology for collection and analysis ofdamage and loss data for the agricultural sector; and (iv) Strengtheningcapacities of farmers and sector institutionsindisaster preparedness and response. Component 4: ProjectCoordination andManagementThiscomponent will support implementationand management of the project, including:(i) The provision of technical assistance, necessary for coordination and implementation of the project;(ii) Procurement of vehicles and provision of adequate workfacilities for MAF; and (iii) Design and implementation of a MIS system for the VoucherProgram andthe Recovery Grant Scheme, and enhancing MAF monitoring and evaluation systems to track implementation progress andresults. Goods to be procured under this project include replacement of giant clams, fish marker buoys and aggregating devices, equipment for fishery assessment, farming equipment, veterinarydrug supplies, repairs to plastic tunnel houses and nurseries, planting materials, tools and consumables, vehicles, computer equipment and furniture. Works to be procured under this project include fencing repair, boat repair, rehabilitation works for Fisheriesaquaculture workshops and Crops Division fruit tree farms and facilities, irrigation and drainage systems. Services to be procured under this projectinclude a payment service operator which will provide grant assistance tomoderate and severely affected farmers and fishers, individual consultants for project coordination, technical advisors to theProject in areas of IT services, safeguards, monitoring u0026 evaluation and disaster preparedness for Fisheries and Agriculturehouseholds. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in theWorldBank''''s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDACredits u0026 Grants by World Bank Borrowers, January 2011, and is open to all eligible bidders as defined inthe guidelines. Consulting serviceswill be selected in accordance with the World Bank''''s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits u0026 Grants byWorld Bank Borrowers, January2011.
