INVITATION TO BID FOR
GARBAGE COLLECTION, HAULING, AND DISPOSAL SERVICES FOR THE CITY OF CABUYAO; MEDICAL AND/OR PATHOLOGICAL WASTE COLLECTION, HAULING, AND DISPOSAL SERVICES FOR OSPITAL NG CABUYAO
1. The CITY OF CABUYAO, through the following:
SOURCE OF FUND AMOUNT
General Fund Twenty-one Million Forty-five Thousand Seventy-nine Pesos and Ninety-one Centavos (PHP 21, 045, 079.91)
Ospital ng Cabuyao Trust Fund Two Hundred Forty-nine Thousand Four Hundred Eighty Pesos (PHP 249, 480.00)
in the total amount of Twenty-one Million Two Hundred Ninety-four Thousand Five Hundred Fifty-nine Pesos and Ninety-one Centavos (PHP 21, 294, 559.91) being the Approved Budget for the Contract (ABC) to payments under the Contract for the GARBAGE COLLECTION, HAULING, AND DISPOSAL SERVICES FOR THE CITY OF CABUYAO; MEDICAL AND/OR PATHOLOGICAL WASTE COLLECTION, HAULING, AND DISPOSAL SERVICES FOR OSPITAL NG CABUYAO. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The CITY OF CABUYAO now invites bids for the GARBAGE COLLECTION, HAULING, AND DISPOSAL SERVICES FOR THE CITY OF CABUYAO; MEDICAL AND/OR PATHOLOGICAL WASTE COLLECTION, HAULING, AND DISPOSAL SERVICES FOR OSPITAL NG CABUYAO. Performance of services shall commence from the date indicated in the Notice to Proceed. Bidder should have completed, within the last five (5) years from the date of submission and receipt of bids, a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary -œpass/fail- criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the -œGovernment Procurement Reform Act-.
Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of RA 9184.
4. Interested bidders may obtain further information from the CITY OF CABUYAO and inspect the Bidding Documents at the address given below from 9:00 AM to 4:00 PM:

5. A complete set of Bidding Documents may be acquired by interested Bidders starting 17 October 2019 from the address above and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-five Thousand Pesos (Php 25, 000.00).
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6. The CITY OF CABUYAO will hold a Pre-Bid Conference on 25 October 2019 at 10:00 am at the Office of the City Mayor, 2nd Floor, Cabuyao City Hall which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat at the address indicated in Paragraph 4 hereof on or before 06 November 2019 at 09:00 am. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.
Bid opening shall be on 06 November 2019 at 10:00 am at the Office of the City Mayor, 2nd Floor, Cabuyao City Hall. Bids will be opened in the presence of the Bidders- representatives who choose to attend at the address above. Late bids shall not be accepted.
8. In case any of the above dates shall fall on a non-working public holiday or is declared as such, the activity scheduled thereon shall be held on the next working day. The same rule shall apply if, for any reason, work in government offices is suspended on any of the above dates.
