Framework Agreement for the Provision of Financial Services
Description : This notice has been issued by the British Red Cross on behalf of the Lebanese Red Cross only.
The Lebanese Red Cross (LRC) is looking for service providers who are able to facilitate all or any of the following mechanisms of cash and voucher transfers. This includes:
1) Provision of closed-loop card (or other biometric) solution. (Including e-voucher cards);
2) Provision of open-loop card (or other biometric) solution - ATM/POS cards; and
3) Transfer to a named beneficiary via local money agent / bank / post office.
This lot is likely to be applicable to: Banks; Card Providers; International Remittance agents; and Closed Loop payment system providers
LRC is assessing assistance implementation mechanism`s in Lebanon, with the aim to increase the efficiency of the aid delivery, increasing their Cash Tool Box, and improve monitoring and data analysis.
ATM cards will be used as part of the on-going cash programme being run by LRC in Lebanon and will reach between 1500 - 5000 Households per month.
Electronic vouchers will be tested through a pilot as one of the ways of delivering cash-based assistance to project beneficiaries in the selected locations. The pilot will target 500 Households with monthly assistance, with 5 - 10 independent participating vendors contracted directly by LRC for the duration of the programme.
