PROMOTING AN EFFICIENT EDUCATION SYSTEM IN HAITI PROJECT

I. Context

Although progress has been made in terms of access to education in Haiti in recent years, the education system still faces inequalities in access and quality in 2020. The quality of teaching is variable, and often low. In addition, recent gains in access to basic education are likely to be lost in the absence of an action plan to maintain access. The lack of public sector support and the lack of a strategy for public funding for non-public education have led to the discontinuity of tuition funding programs for non-public schools.

Governance challenges, in terms of the ability to regulate and plan for the sector are significant, leading to access and quality challenges. The MENFPs regulatory and planning capacity is weak, resulting in significant challenges in quality and access to education. Non-public organizations operate more than 75% of basic schools, which are very little regulated by the government. However, non-public service providers are subject to few regulations to provide quality education and ensure learning. Although there is a non-public school accreditation system, its processes are centralized and inefficient, and its capacity is limited. The planning functions and statistical capacity of the MENFP are limited because of a lack of reliable and up-to-date basic information on schools, teachers and students, as well as structured data collection systems and analysis systems that could inform policy decisions. The Education Management Information System (EMIS) is made of databases that are not all comprehensive and up-to-date.

II. Project

The PEES project is a $16.5 million GPE-funded project, implemented by the World Bank, that will seize the opportunity of the MENFP 10-year sector plan to lay the groundwork for transformational reforms - with a strong emphasis on governance. Component 1 aims to strengthen the management of the education sector by: (i) strengthening MENFP statistical and planning capacity and supporting reliable data-based decision-making processes, both at the central and decentralized levels; (ii) enhancing its ability to supervise and regulate the public, non-public, formal and non-formal provision of education. Non-formal activities include the development of framework documents for the non-formal sector, the development of standards for accreditation of non-formal education centers, equivalence between non-formal and formal education, development of programmes and pilotes in some non-formal centers, and a number of studies. A diagnosis of the condition of non-formal centers must be carried out before starting these activities.

III. Objectives of the consultation
This consultation will be funded by project preparation funds (PDG) for the PEES project. It will aim at conducting a preparatory analysis of existing data on current non-formal centers, their needs, impact and adequacy to the labor market; and to prepare the necessary information for a larger quantitative study (to be funded with the Project).

III. Tasks and responsibilities

Under the authority of the PEES project preparation committee, the firm will carry out the following tasks:
Conduct a litterature review on the available resources for the non-formal sector in Haiti;
Specify the needs in terms of data for the non-formal sector;
Prepare the parameters and a directory of data needed for a larger quantitative study of the non-formal sector;
Consult with stakeholders involved in the non-formal sector and list their needs in terms of data;
Present the results of the literature review, the need for non-formal sector data, consultations with industry stakeholders and proposals for the quantitative study on non-formal centers.

V. Payment

VI. Work plan (estimated)

The contract will run from March 15 to May 15, 2021. Up to 45 days will be allocated to this work. The work will be carried out remotely if necessary. Depending on the health and security situation in Haiti, the consultant may visit for consultations. This will be decided by the MENFP.

VII. Qualifications

The firm should be specialized in the management of education/development projects and data collection. This firm must have proven experience in logistics and data collection.
Ability to work:
Official and administrative documents that prove that the firm is able to work in the country in the field of education and in particular in the management of educational or statistical projects;
Experience:
At least five years of experience in managing educational or statistical projects
Knowledge of Haiti`s education system is an asset;
Language skills:
Excellent command of French and Creole;
English would be an advantage;
Skills:
Excellent ability to plan, organize and execute
Ability to collaborate with institutions and work as a team
Ability to deliver quality results on time according to an established plan
Ability to work under pressure

The firm must also have the following qualifications :
A project manager with at least a master`s degree in management with at least 5 years of experience in managing education and statistics projects and attesting to a good command of the Creole and French languages.
A statistical specialist who has mastered electronic form design software such as CSPro/CAPI, Survey Solutions, ODK, Survey CTO, KoboToolbox, droiSurvey, etc. or any equivalent statistical software applied to education. The statistician must have at least 5 years of proven experience in the design of input masks, in the management of data collection investigations, in data management, in data processing and analysis.
A minimum-bachelor education specialist with at least four (4) years of professional experience in school planning, teacher training and school surveys.
