The primary objective of the studyis to assess the current financial inclusion status, barriers, andopportunities for PSNP livelihood beneficiaries. The study will cover enhancedlivelihoods support (ELS) credit and grant track woredas, including thoseinvolved in impact evaluation and scale-up woredas across PSNP regions. The findings will support thedevelopment of evidence-based, inclusive financial service strategies forfuture PSNP implementation. Specific objectives include: · Analyze the institutional, regulatory, and policy environment affecting access and uptake of financialservices in PSNP areas. · Identifying the key barrierspreventing PSNP clients, especially smallholder farmers, from accessingfinancial services and products. · Assessing the availability and accessibilityof Financial Service Providers (FSPs) and their loan products to meet the diverse needs of PSNPbeneficiaries. · Analyzing how the formal financialmarkets operate in highland and lowland PSNP woredas. · Assessing, for highland and lowlandworedas, how the alternate / informal financial markets (Ekub, Edir, Arata-abedari, group saving, borrowing from relatives of SACCOs) operate and identify whatcomparative advantage they have. · Understanding the use and perceptionof PSNP clients about formal and informal FSPs.· Highlight success factors andopportunities that can inform the next phase of PSNP and align with nationalfinancial inclusion goals.
