1. BACKGROUND
The Great and Little Sta. Cruz Islands Protected Landscape and Seascape have been recognized as the banner destination of Zamboanga City and a model community-based tourism product of the region. In fact, other Local Government Units have benchmarked on the way the island is being managed and how it has successfully involved the Samal community in the island in the protection and operation of lagoon tours, ferrying guests and in providing other services. The community which used to earn substantially from fishing now has an alternative sourve of income through tourism.
Men and women have benefited from the tourism activities in the islands. There is an observable division of labor as men handle the lagoon tours and ferrying of guests while most of the women are engaged in enterprising activities by selling trinkets and marine produce to visitors.
Seeing the need of the community, the Yellow Boat Foundation donated new yellow boats for use in lagoon tours. While men have new boats for use in tours, women had to content themselves with makeshift tables as their trinket display stalls. Moreover, the stalls are in piteous condition (see Annex A.1)
There is therefore an obvious disparity in terms of access to assistance since there was lack of attention to the dire situation of women who are also making a living from selling.
Addressing such disparity, the Department of Tourism Region 9 through its Tourism Entrepreneurship Assistance project has redesigned its implementation for the fabrication of display stalls to replace the blight and to make them look touristic and attractive to visitors.
2. LEGAL BASIS
Republic Act 0910 otherwise known as the magna Carta of Women and the Department of Tourism Gad Policy provides the legal anchors for the implementation of the project.
Section 2 of the Magna Carta of women as a declaration of policy and, in substance, says that the state shall promote empowerment of women and pursue equal opportunities for women and men and ensure equal access to resources and to development results and outcome.
With the inequality caused by the intervention of Yellow Boat Foundation, the Department of Tourism guided by its GAD Policy Stateemnt now seeks to addres the ineqaulity through the implementation of the project.
3. OBJECTIVES
-c To provie women in Sta. Cruz Island access to better facilty for use in their daily economic activity;
-c To lessen inequalty in terms of access to assistance that can potentially affect income streams of women and men in the island;
-c To improve the condition of women involved in selling trinkets in the island
4. SCOPE OF WORK
The Project involves the fabrication of twelve (12) display stalls in accordance with the design and dimension specified (See Annex A.2 and A.3) and shall include the following-:
-c Materials
-c Labor during fabrication
-c Labor during the installation in the island
5. WORKING ARRANGEMENTS
a. The stalls shall be fabricated in such a way that it can be easily transported to the island through usual means of transport.
b. Assembling of stall parts can be done in the island if transporting the whole unit is not possible
c. Installation of units in the island shall be undertaken by the Supplier
d. Transportation shall be taken cared of by the Protected Area Management Office (PAMO)
6. APPROVED BUDGET FOR THE PROJECT
The Approved Budged for the Contract is Two Hundred Forty Thousand Pesos Only (Php240, 000.00) inclusive of all applicable government taxes, poayble in two (2) tranches based on percentage of competion to be determined by the Department of Tourism technical staff provided that a report is prepared to support the payment. Payment shall be effected through send-bill arrangement (Government Procedure).
