We are looking for qualified External Reviewers to provide a Second Party Opinion (SPO) on green, social, sustainability and sustainability-linked bond issuances, aligned with international best practices i.e. International Capital Market Association (ICMA) Guidelines.Terms of Reference in BriefThe solicitation is in 2 Lots. Lot 1 focus on Sir Lanka and Lot 2 focus on Asia Pacific. The winning External Reviewer will have an on-call contract from the start of the contract date or 14 August 2023 to 31 December 2024.Lot 1 - Sri LankaLot 2 – Asia Pacific (Cambodia, Bhutan and other to-be-confirmed countries) The selected External Reviewer will conduct a review of the Government of Sri Lanka’s green bond framework and produce a Second Party Opinion. The Second Party Opinion document will highlight key aspects of the Green Bond Framework, including its alignment with relevant ICMA principles, Sustainable Development Goals, relevant Nationally Determined Contributions (NDCs) and market standards.
