Tender Details
Expression of Interest are invited for Provision of Technical Advisory and Project Management Services for the Firm Power Project.
1 Project Background
As part of the NamPower’s short-term strategy to fulfil its energy demand, NamPower is
planning to commence with the development of a liquid fuelled (LFO/HFO) power plant in
Walvis Bay, hereinafter referred to as the “Project” or the “Firm Power Plant”. One of the key
next steps is to appoint a Consultant to provide Technical Advisory and Project Management
Services including the role of Employers Representative during EPC contract execution.
2 Project Description
The Project will be realised at a brown field site, in close proximity to the existing Anixas
Power Station. It is anticipated that the Firm Power Plant shall be designed to service peak,
intermediate and/or emergency base loads. In addition, the Firm Power Plant could be
expected to provide ancillary services to the grid such as frequency support as well as grid
support to intermittent energy provided from renewable energy projects (PV and wind). The
Firm Power Plant is to be designed to run on LFO/HFO fuel, and to have the ability to be
retrofitted, in the future, to run on LNG/CNG should gaseous fuels become available and
retrofitting can be substantiated by commercial benefit.
The Project is expected to come online during the last quarter of 2021 and the proposed
technical description is as follows:
? Generation Capacity: 50 MWe (nett);
? Dispatch: Peak, Intermediate and Base load;
? Capacity Factor: 98%;
? Lifetime: 25 years; and
? Engine Technology:
o Internal Combustion Reciprocating Engine (ICRE); or
o Aero-derivative Gas Turbines (GT)
