ThePublic Private Partnerships (PPP) Directorate General of Ethiopia (the PPP-DG) andthe Ethiopian Electric Power (EEP) as the procuring authority, have engaged theInternational Finance Corporation (IFC) as its lead transaction advisor (IFCAdvisory) to support the tender process for the Ethiopia Solar Round 2AProgram. The PPP projects will consist of two utility scale solar PV IPP plantsat two sites named Gad II and Weranso and will be awarded to sponsors who will design, finance, construct, operate and maintain the solar PV farms over the 25-yearPPA term.Asdetermined in the E&S Scoping Study conducted for the projects in September2025, it is anticipated that the development of both projects will result inimpacts, including on land acquisition and land uses, on the Somali/Issa Clans andAfar Clans and potentially other ethnic groups living or using the land andresources in the projects- area of influence (including the Amhara ethnic group).Basedon the 2025 E&S Scoping Studies, both projects will require a FPIC processaligned with Performance Standard 7. It is anticipated the FPIC process will be conducted by thewinning bidder, as a component of the projects- ESIAs which will detail thecircumstances requiring FPIC and quantifying the impacts. It is however notedthat the process of FPIC can be complex from both a community and bidderperspective, hence the requirement for initial stakeholder mapping, communityconsultation and engagement which are covered under this assignment. TheConsultant, in coordination with EEP and the regional state/woreda as needed, will collect information on the Issa and Afar clans (and any other communitiesas needed). It will then support EEP and the regional state/woreda to initiatean engagement process to inform affected communities of each of the proposedprojects and prepare a FPIC Roadmap.
