The Government of Ethiopia (GoE) has recognized the importance ofeconomic integration of refugees and has made an ambitious commitment towards amore comprehensive response. As part of its pursuit of the ComprehensiveRefugee Response Framework (CRRF), GoE issued the Directive No. 1019/2024 whichestablished a legal framework for refugees to access work with three pathwaystowards out-of-camp employment: wage employment, self-employment and jointprograms. To promote economic inclusion and realize refugees- right to work, the World Bank is supporting GoE counterparts through a programme aimed atimplementing these three key pathways towards out-of-camp employment. The WorldBank is currently conducting a comprehensive skills survey in a subset ofEthiopian refugee camps in the Benishangul-Gumuz (three camps) and Somali (onecamp) regions. At the end of the survey and in close collaboration with itslocal counterparts, the World Bank will run a randomised experiment, in whichrefugees, through a public lottery, will be randomly assigned to eithertreatment or control group, where participants in the former group will receivea comprehensive support package for obtaining work permits and businesseslicenses, whereas participants in the control group will not receive anysupport.As part of this programme of support, the World Bankis also interested in assessing the indirect effects on host communities causedby the integration of refugees. To achieve this measurement, a survey (hereinafter “establishment survey”) will beconducted among host community members in the areas covered by the study-ssample. The survey will target informal, formal, and household businessesoperating close to or within refugee camps and will aim to gather informationon the selected businesses and the current employment landscape, identifychallenges and opportunities for integrating refugees into the workforce, and explorepotential support mechanisms that can facilitate refugee employment.
