Background

IOM is the lead agency for the Emergency Shelter/Non-Food Item Cluster (ES/NFI) in Ethiopia since 2011. Beginning in 2017, IOM began piloting cash assistance for ES/NFI response in Ethiopia. The modality rapidly expanded to other ES/NFI Cluster agencies in the course of 2017 and in response to conflict induced displacement along the Oromia and Somali Regional border which rapidly escalated from September. Later the cash intervention intention expanded to other parts of the country.

Purpose of the consultancy

The consultancy will support IOM and the ES/NFI Cluster in Ethiopia to evaluate the impact of cash assistance for internally displaced persons in Ethiopia and the effectiveness of the cash assistance in meeting beneficiary ES/NFI needs. Additional attention will be given to consideration of the applicability of multi-purpose and partial cash assistance as the frontline emergency response to IDPs in Ethiopia such as in Afar, Oromia, Somali and Gambella Regional states among others.

Scope of the Consultancy:

Output 1: Directly lead the evaluation component of the consultancy (15 days)

· Activity 1-1: Develop field mission plans for site visits to evaluation ES/NFI cash assistance in coordination with ES/NFI Cluster agencies and the team

· Activity 1-2: Conduct consultations with stakeholders at country level including ES/NFI Cluster Coordinator, ES/NFI Cluster Agencies, the National Disaster Risk Management Commission (NDRMC) of the Federal Government of Ethiopia (GoE) and additional relevant humanitarian actors

· Activity 1-3: Develop assessment tools to be deployed on the field teams

· Activity 1-4: Evaluation on field assessments in 4 total cash assistance sites in Ethiopia as permitted by field mission schedule and local security context

· Activity 1-5: Provide remote management to field teams if needed as determined by access issues with field sites

· Activity 1-6: Compilation and circulation of field mission reports

· Activity 1-7: Presentation workshop on the findings to the ES/NFI cluster

ü Indicator 1-1: # of Field mission reports produced (Target: 1)

ü Indicator 1-2: # of ES/NFI Cash intervention sites assessed (Target: 3)

Output 2: Provide overall management and guidance to the market capacity assessment (5 days)

· Activity 2-1: Provide initial orientation and training to the identified team members in Addis Ababa prior to field missions

· Activity 2-2: Provide guidance in the development of cash assessment tools

· Activity 2-3: Review field mission plans to ensure fulfilment of consultancy objectives including 2-3 sites in selected regions

· Activity 2-4: Contribute to the development of field mission report from cash assessments

ü Indicator 2-1: # of Field mission reports reviewed and disseminated (Target: 1)

ü Indicator 2-4: # of field sites planned and reached in target Regions (Target: 5)

Output 3: Prepare final report (10 days)

· Activity 4-1: Draft final summary report on consultancy activities including compilation of lessons learned on ES/NFI agency cash assistance to IDPs; proposed road map for further ES/NFI Cluster engagement on cash programming in the coming years; feasibility of multi-purpose and partial cash assistance as frontline emergency response in assessed regions of Ethiopia;

· Activity 4-2: Revision of report based on IOM Emergency Post Crisis unit and ES/NFI Cluster Coordinator review as well as feedback from the consultancy team members

· Activity 4-3: Dissemination of final report on evaluation and market capacity assessments in assessed regions of Ethiopia.

ü Indicator 4: # of research documents produced on ES/NFI Cluster agency cash assistance in Ethiopia (Target: 1)

Timeline:

· Field mission for 15 days—dates to be established in consultation with selected candidate

Qualification:

· Minimum of 10 years’ international experience in humanitarian and/or cash based programming

· Advanced degree in social sciences, humanitarian programs or similar relevant field

· Proven field experience in undertaking humanitarian assessments in remote field locations

· Prior experience in the region (Ethiopia, Somalia, Kenya, Djibouti)

· Ability to mobilize highly qualified international and national consultant team on short notice to fulfil timeline of the overall project
