Title: Environment Safeguard SpecialistReference No. ESDP/PPL/C/5 The Independent State of Papua New Guinea has received a credit from the World Bank for its PNG EnergySector Development Project (ESDP)and intends to apply part of this credit to finance the position of Environment SafeguardSpecialist/Advisor for Naoro Brown Hydropower (NB) Project for consulting services. The consulting services ("theServices") of theEnvironment Safeguard Specialist/Advisor will include A. workingclosely with the Transaction Advisor, providing strategicdetailed advice to PNG Power on all the Environmental Safeguards requirements andaspects of the NB project leading to the selectionof Developer and up to Financial Close.A. assisting the Transaction Advisor with the bidding documents forthe selection of the NB developer to ensure allenvironmental safeguards requirements are incorporated into these documents. A. reviewing all relevant project documents including the ESDP ProjectAppraisal Document (PAD), the ESDP Appraisal and Concept stage of Integrated Safeguards Data Sheets (ISDS), the listed safeguardsdocuments above, the terms of reference''''s contained in Annex A, the preliminary and final stage feasibility studies and all otherdocuments. A. liaising with the Department of Environment and Conservation (DEC)and all other relevant PNG national and provincial authorities on behalf of thegovernment, to ensure timely information is providedto these agencies, and to ensure they receive the required project documents (ESIA andEMP) for their review.
The EnvironmentSafeguard Advisor would then be responsible for ensuring any issues raised by DEC are addressed satisfactorily. A. reviewing, revising and updating the Terms of Reference (TOR) forEnvironmental Baseline and will supervise the consultant doing this work and ensure baseline report is completed according to theTOR. A. reviewing the detailed engineering designs and all constructionrelated drawings and contract documents to ensure all of the environmental management measures are includedtherein.A. working with the Social Advisor to prepare the Communication andConsultation Strategy for potential Project-affectedPeople (PAPs) and other stakeholders. A. additional feasibility study work (i.e. Preparation of Geological Baseline Survey includingadditional drilling to assess options for limiting seepage from the reservoir and, subject to further review, possibly somedrilling along the tunnel route, and information dissemination with affected communities) is required.
The Environment Advisor willbe responsible for ensuring this drilling work is done in accordance with the agreed safeguards requirements. A. preparing/revising/updating the TOR, the draft contracts, and allother necessary documents relating to hiring and management of the Panels of Experts (dam safetyand social / environmental)A. reviewing the ESIA, EMP, DSP and all other safeguards documents prepared by the NB developer for compliancewith the tors and thus the applicable triggered WB policies and the requirements of the GoPNG.A. day-to-day supervision of the NB developer regarding the environmental aspects to ensure compliance with all of therelevant and approved safeguards documents, including consultations with the project affected persons and all otherstakeholders.A. training the key staff of NB developer andthe civil works contractors on all compliance requirements and environmental safeguard issuesPNG Power Limited now invites eligible individual consultants to indicate their interest inproviding the Services. Interested Consultants should provide information demonstrating that they have the requiredqualifications and relevant experience to perform the Services. The shortlisting criteria are; at least 12 years relevant experience working on theenvironmental issues associated with hydropower projects in challenging and sensitive physical environments in developingcountries; familiarity with World Bank safeguards policies, or those of other international development agencies such as AusAID, ADB, JICA, EU etc? and gained at least 5 years of direct hands on experience working on hydropower projects funded by theseagencies or bi-lateral agencies.
The attention of interestedConsultants is drawn to paragraph 1.9 of the World Bank''''s Guidelines on Conflict of Interest; Bank policy requires that consultants provide professional, objective, andimpartial advice and at all times hold theclient''''s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts withother assignments and their own corporate interests. Consultants shall not be hired for any assignment that would be in conflictwith their prior or current obligations to other clients, or that may place them in a position of being unable to carry out theassignment in the best interest of the Borrower.
