OVERVIEW

The Government of The Commonwealth of The Bahamas (GCOB) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$4.740 million towards the cost of The Bahamas Technical and Vocational Institute Enhancement Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOCB and upon approval by CDB and will be subject in all respects to the terms and conditions for the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOCB shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Bahamas Technical and Vocational Institute (BTVI), The Executing Agency, now wishes to procure consultancy services to provide Engineering Design and Supervision Services for the upgrading of selected classroom and laboratory areas on the campus along with a Comprehensive Maintenance Policy for Plant Equipment and Tools.

The objective of this consultancy is to assist BTVI with designing and supervising the engineering design and supervision services needed for the rehabilitation works in several existing classrooms and laboratory spaces along with the creation of a Comprehensive Maintenance Policy for Plant Equipment and Tools. The goal of the rehabilitation works will be to improve the spaces with upgrades inclusive of but not limited to installation/replacement of internal partitions, roof insulation materials, flooring, electrical circuits and fixtures and other small rehabilitation works. No significant structural work is expected to be carried out during the rehabilitation.

The goal of this consultancy is to provide supervision to ensure that high quality work is achieved and proper provisions provided in the laboratories and classrooms for the subsequent installation of new tools and equipment. The services provided must be inclusive of design and supervision of infrastructural works required in the areas selected to be upgraded along with technical support on the selection of tools needed for the laboratories. A CAD design of the spaces to be rehabilitated is also expected to be provided. Services are also needed to conduct a full campus review and assessment in order to provide a Comprehensive Long-Term Maintenance Plan for the New Providence campus.

The duration of the assignment is expected to be for a period of six (6) months.

BTVI now invites interested eligible Individual Consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services. Please note that the Consultant submitting interest must be able to submit as an Individual and show their sole ability and availability to meet the project requirements requested for the assignment, external of a firm.

ELIGIBLITY

Consultants shall be eligible to participate if:

1. The persons are citizens or bona fide residents of an eligible country.

2. In all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB.

The attention of interested Consultants is drawn to paragraph 1.9 of CDB-s Guidelines for the Selection and Engagement of Consultants (2011), setting forth CDB-s policy on conflict of interest.

The Individual Consultant shall possess a graduate engineering qualification in a relevant field (Electrical Engineering, Mechanical Engineering, Structural Engineering, Civil Engineering, Building Services Management, etc.) and at least ten (10) years subsequent experience in Project Management, Building Design Services, Construction Management, Facilities Maintenance Management or Project Management. The Consultant should be capable of using information and communication technology in order to conduct maintenance operations and should be able to produce CAD designs for the project. The Consultant should also be approved to provide engineering works within the Commonwealth of the Bahamas.

In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments. All information must be submitted in English. INSTRUCTIONS

Due to the COVID-19 pandemic, electronic copies of the Expressions of Interest are deemed as acceptable submissions during this time and must be sent simultaneously to both the Project Coordinator and CDB Procurement Officer email addresses listed below by no later than 4:00p.m. on Monday, April 20th, 2020. The subject of the email should include the wording: “Expression of Interest - Consultancy Services for Engineering Design and Supervision and Maintenance Plan and Policy for BTVI”.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. GOCB reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
