Description
NAVAIR intends to enter into sole source negotiations and subsequently award a delivery order (DO) under Basic Ordering Agreement N00019-16-G-0006 to General Atomics (GA), San Diego, California (CA). The anticipated DO will be for the development and implementation of the EMALS Power Conditioning Subsystem (PCS) and Prime Power Interface Subsystem (PPIS) Inverter Half Bridge and Braking Chopper updates for reliability and obsolescence. This effort falls under ECP-I-EMALS-0042, which also authorizes the Fused Terminal Blocks configuration for both the PCS and PPIS Inverter Half Bridges and Braking Choppers. The anticipated DO will procure efforts related to the design engineering, development of the Technical Data Package, Lab testing and EMALS System Functional Demonstration (SFD) testing support for both the PCS and PPIS Inverter Half Bridges and Braking Choppers, and Integrated Logistics Support (ILS) updates and other associated support as required.
EMALS is an aircraft launch system that provides the Government with the ability to launch current and projected carrier based, Nose Gear Launch (NGL) equipped aircraft. EMALS will replace the current steam catapult launch system, which is labor intensive and is approaching its designed structural operating limit. As the sole designer, developer and manufacturer of the EMALS, GA is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services.
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.302-1, `Only One Responsible Source`, and no other supplies or services will satisfy agency requirements.
