The quote will contain the following:

(11) description:
a. This is a combined synopsis/solicitation for commercial items prepared in accordance with federal acquisition regulation (far) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the synopsis portion of this combined posting. The solicitation will be a separate, accessible attachment (sf1449). Quotations are being requested and a formal written solicitation, the attached sf1449, will be included as part of this submission.
B. The solicitation number for this acquisition is w912bu-16-t-0009 and a separate attachment is issued as a request for quotes (rfq).
C. This solicitation document and incorporated provisions and clauses are those in effect through federal acquisition circular 05-84.
D. This requirement is a small business set-aside using naics code is 561990 (all other support services), size standard is $11, 000, 000.00.
E. The u.s. Army corps of engineers, philadelphia district, intends to award a firm fixed price contract to have a qualified contractor provide a 4-man dive team and perform underwater inspection and repairs to trunnion guides of the dredge mcfarland and videotape findings. The contractor will provide underwater camera and videotaping services and underwater burning and welding equipment and supplies as part of the inspection services. Additionally, the work to be performed on dredge mcfarland will occur at the fort mifflin pier located at 6400 hog island road, philadelphia, pa, 19153-5098. Upon completion of the inspection, the contractor will provide the results on an inspection report. The contractor shall furnish all labor and materials to perform and complete the work as listed in the statement of work (sow). The award will be made, as a whole, to one offeror and will be based on lowest price. Service contract act wage determination no. Wd 04-0047 (rev.-12) is applicable to this procurement.
F. All diving performed under this contract shall be in strict accordance with the rules and regulations prescribed by the u.s. Navy diving manual: 0910-lp-106-0957; 29 cfr part 1910, subpart t; 29 cfr part 1915; em 385-1-1, section 30; and er 385-1-86. Contact the district dive coordinator to obtain a list of emergency contact information for the philadelphia district dive safety program, prior to operations.
G. Far provisions and clauses applicable to this acquisition are provided on an attached sf1449 and are incorporated in their entirety. Each offer is required to fill out and sign the sf1449 and return a signed copy along with their proposal by the closing date and time listed herein.
H. All proposals shall be submitted electronically using the attached solicitation form, the sf1449, by 1400 (2:00 pm) est on november 17th, 2015 to bruce hayes at [email protected]. If there are any amendments to this requirement, all amendments must be acknowledged, signed, and electronically submitted with the proposal at time proposals are due.
