In the parish elections, the decision-makers of the parishes and the parish union are elected. Elections are held every four years. The mailing of the election letter and notification card to every member of the parish entitled to vote is mandatory in the voting districts in the churches. Sending an election letter is also recommended for other churches, because a personal letter reminds of the elections and increases voting activity. Sending an election letter includes printing the letter and wrapping it, as well as distributing it. The procurement targets the distribution of the election letter. The Church Board has put out a tender for the supplier of the election letter printing service and offers congregations the opportunity to join it. The bidding process has been carried out as referred to in Chapter 3, Section 21 of the Procurement Act (L1397/2016) as joint procurement. The competition was won by Posti Messaging Oy. The Helsinki Parish Association has decided to join the election letter printing service offered by the Church Administration and acquire the election letter printing service from Posti Messaging Oy (YKN 17.6.2026 § 214).In addition to printing election letters, Posti Jakelu Oy offers a distribution service for the distribution of parish election letters, which parish households can use if they wish. The delivery price offered by Posti includes the clarification of any changed addresses and redirecting letters to a new address.
