The purpose of this public procurement procedure is to extract handwritten information from census questionnaires. We have access to high quality photos of 6 million pages of questionnaires. Each page includes systematic information on an average of 10 individuals and their housing. The information is organized into three main tables (printed on the questionnaires). We want to extract information for a sample of 2 million households (most households are listed on one page, but some occupy two successive pages). The sample selection criteria will be based on geography to guarantee sufficient diversity. The photos are stored on a university server in Canada and cannot travel. The systematic processing of these documents by machine learning approaches should therefore use processes directly on these servers.
