Description
The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to solicit and award a five year Indefinite Delivery Indefinite Quantity contract on a sole source basis for the procurement of Differential Angle Protractor (DAP), P/N: SK2022DAP, & Water Validation Test Set, P/N: SK2022GMV, in support of the MH-60R Domestic and Foreign Military Sales (FMS) programs.
The anticipated award will be made to A3 Systems Corporation (CAGE: 7D4R3). Habco Industries, LLC (CAGE: 51826), as the Original Equipment Manufacturer (OEM), qualified manufacturer, and supplier of the DAP and Water Validation Test Set, owns the proprietary rights to the engineering data and detailed product drawings for the DAP and Water Validation Test Set and designates A3 as the sole source distributor for the DAP and Water Validation Test Set. The DAP and Water Validation Test Set are currently in use in the maintenance of the MH-60S and MH-60R aircraft; the part numbers to be procured under this effort will replace the legacy DAP and Water Validation Test Set, which are currently deemed not procurable as the major components needed for manufacturing are no longer in production. No other configuration will be compatible with the DAP and Water Validation Test Set currently in use, and the Government does not have the technical data or equipment to obtain these items from an alternate source.
The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" for this action.
