Tender Details

As part of their collaboration under the Global Flaring and Methane Reduction Partnership (GFMR), PEMEX and the World Bank have launched a technical study to identify practical opportunities for reducing flaring and methane emissions across selected upstream oil and gas operations. The study aims to support PEMEX in strengthening operational performance and environmental sustainability by improving the understanding of emission sources, quantifying flaring and venting volumes, and identifying cost effective mitigation measures. The initiative is intended to help reduce greenhouse gas emissions, increase the recovery and productive use of natural gas resources, and support the development of a long term emissions reduction strategy. The scope of work includes selected upstream production and gas handling assets and focuses on the assessment of routine and non-routine flaring, methane venting, and associated operational practices. The study will quantify baseline emissions, analyze their technical and operational causes, identify and prioritize emission reduction opportunities, estimate the associated costs and benefits, and develop a roadmap for implementation. Particular emphasis is placed on identifying practical, scalable, and replicable solutions that can be applied across a broader portfolio of PEMEX upstream assets in the future.
