Project Background:

The USAID Jordan Local Enterprise Support Project (USAID LENS) is a five-year project to encourage the long-term economic growth and development potential of underserved Jordanian communities.

The project will help empower local communities to design and implement collaborative local economic development (LED) initiatives and will support the vitality and competitiveness of micro and small enterprises (MSEs)1 that are often at the heart of individual, family and community livelihood within vulnerable populations. USAID LENS- core purpose is to support the vitality and competitiveness of micro and small enterprises, through building MSE capacity to enhance their productivity; the project will work directly with MSEs in targeted sectors to identify market-based opportunities for growth and development. In its inter-related activities, the project will work with public and private sector partners at the municipal, governorate and national levels to develop local environments conducive to investment and MSE growth.

SOW Purpose:

USAID LENS is committed to supporting MSEs to develop their long-term independence and sustainability, through helping MSEs to better engage in the business market and strengthen their performance at the market level. The 2011 General Economic Establishments Census revealed that micro, small and medium enterprises (MSMEs) represent 98% of all Jordanian enterprises, employing 70% of the total private sector labor force. 66% of these have less than 19 employees.

More recently, the USAID LENS MSE Survey has revealed that approximately 50% of MSEs report a gross revenue of 1- 500 JOD per month, with over 70% are unable to make any savings at all. Women-owned businesses are disadvantaged in their financial performance. Almost 95% of all MSEs have received little or no support in the management and day-to-day running of their business. As such, the majority of MSEs in Jordan struggle to make a basic livelihood and are limited by a number of economic barriers that prevent their sustainable growth.

To support MSEs strategically and nationally, USAID LENS proposes to assist MoPIC to develop the

Terms of Reference (TOR) for IRADA Program that aims at strengthening Jordanian MSME-s to build and sustain income generating businesses.

About IRADA:

IRADA is a National Program and one of the main components of the Enhanced Economic and Social Productivity Program at the Ministry of Planning and International Cooperation (MOPIC); MOPIC funds and monitors IRADA-s implementation.

Since the start of the program in 2002, IRADA sought to achieve its vision by optimizing the productivity of the Jordanian citizen, transforming his/her behavior towards employability by endorsing employment, entrepreneurship and self-employment. The program has twenty-eight centers spread throughout the Kingdom's governorates, and offers the below services:

Assignment Tasks (Scope)
USAID LENS is looking to hire a senior consultant to
1) Review IRADA-s previous Terms Of Reference (TOR), and any relevant assessment or
evaluation on IRADA-s program carried on by MoPIC.
2) Conduct thorough analysis of the developmental needs of MoPIC and key stakeholders
nominated by MOPIC, and design a logical framework for the new anticipated IRADA
program.
3) Develop a logical framework matrix and TOR highlighting the overall purpose, long term
outcomes, short term outcomes, outputs and high-level activities for the new anticipated
IRADA Program.
The consultant is expected to have International experience.

Assignment Detail:
The consultant will be following a three-stage approach, as per the below:
1. Material Review and Assessment Stage:
A) Every organization aims to meet its goals with available resources while ensuring sustainability.
The consultant-s overall goal is to help MoPIC assess its success to-date in achieving the aim and
effectiveness in delivering IRADA-s mandate.

2. Logical Framework Development Stage:
Following to the completion of the Material Review and Assessment, the consultant will be able to
apply some of the findings to develop the Program-s logical framework, and eventually mirror the
findings into an applicable Terms of Reference (TOR) which aim to set up a program-s activities and
framework for monitoring and evaluation where planned and actual results can be compared.
A) Logical Framework Approach & Matrix Development: The Logical Framework Approach (LFA) is
a specific strategic planning methodology that can be used to prepare many different types of
projects, and programs. The output of LFA is the Logical Framework Matrix (LogFrame)
describing the key logical links and program parameters.
The developed LFA must fulfil the below functions:
· develops a structured set of project ideas by clarifying objectives and outputs.
· provides a clear, brief and logical description of the proposed program.
· identify possible risks to program implementation
The consultant is expected to fulfil the LFA process by concluding the below steps:
1. Situation analysis;
2. Stakeholder analysis;
3. Problem and objective analysis;
4. Analysis of alternatives;
5. Activity planning;
6. Logical Framework Matrix (LogFrame)
3. Development of the Terms of Reference (TOR) for the new anticipated IRADA program
The consultant will develop a TOR to define the tasks and duties required from the implementing
contractor based on the findings of the logical framework. They will assure quality services to be
offered through the program and set high level objectives and goals. The document also shall state
the planned activities, expected inputs, outputs, and outcomes, project budget, organizational chart,
and job descriptions. The TOR will be used to judge the performance of contractors, experts, and
other project stakeholders.
The Terms of Reference will be inclusive of the below format:

? Program Strategic Objectives & Goals
? Issues to be explored and analyzed against certain criteria
? Implementation Methodology to be applied
? Expertise required
? Reporting requirements
? Work plan, including activity schedules
? Monitoring and Evaluation process
Finally, the consultant is expected to support MoPIC in defining the Technical and Evaluation
procedures for potential contractors.
Timing
The consultancy task will be carried out over a period of 90 days with 65 days of Level of Effort (LOE).
