OVERVIEW

The Government of St. Kitts and Nevis (GOSKN) has received financing from the Caribbean Development Bank (CDB) towards the cost of the Operational Framework and Training Plan for Energy Units Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of the GOSKN and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the GOSKN shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Ministry of Sustainable Development (MoSD), the Implementing Agency, now wishes to procure consultancy services for the Development of an Operational Framework and Training Plan for Energy Units in St. Kitts and Nevis.

The objective of the consultancy is to support the establishment of functional Energy Units in St. Kitts and Nevis that would facilitate the growth and diversification of the energy sector, particularly the development of Renewable Energy (RE) technologies. The duration of the assignment is expected to be for a period of ten (10) weeks.

The MoSD now invites interested eligible individual consultants to submit Expressions of Interest indicating qualifications and experience required to provide these consultancy services.

ELIGIBLITY

Consultants shall be eligible to participate if:

1. the persons are citizens or bona fide residents of an eligible country; and

2. in all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits of the contract will accrue or be paid to a person not a citizen or bona fide resident of an eligible country.

Eligible countries are member countries of CDB and countries which are eligible for procurement under EU-funded projects, which are not CDB member countries, in accordance with the eligibility rules under the ACP-EC Partnership Agreement Eligibility Rules[1].

The individual fulfils the following additional criteria:

(a) is not bankrupt or insolvent or in the process of either, or having their affairs administered by the Courts, has not entered into an arrangement with creditors, is in any analogous situation arising from similar procedures provided for in their national legislation or regulations;

(b) has not been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata;

(c) has not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EU-s financial interest;

(d) is not subject to prevailing suspension or sanctions by CDB for integrity violations;

(e) is not guilty of misrepresentation in supplying the information required as a condition of the participation in the procedure or if they fail to supply this information; and

(f) does not expose a conflict of interest.

The attention of interested Consultants is drawn to paragraph 5.15 and 5.17 of Procurement Procedures for Projects Financed by CDB (2019)[2], setting forth CDB-s policy on conflict of interest for the selection of consultants.

In the assessment of submissions, consideration will be given to technical competence, qualifications and experience, local and regional experience on similar assignments, and existing commitments. All information must be submitted in English.

INSTRUCTIONS

Expressions of Interest must be submitted via email to both the first and second addresses below, no later than 16:00 hours (ECT) on Friday, December 18, 2020. Submissions shall include a cover page displaying the name and address of the applicant and clearly marked “Expression of Interest - Consultancy Services for the Development of an Operational Framework and Training Plan for Energy Units in St. Kitts and Nevis”.

Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the consultancy services. The GOSKN reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound to assign any reason for not engaging the services of any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of Interest.
