General Procurement Notice for Development of Mobile Network of Tm Cell, Modernization of Multiservice Data Network, Consultancy Services for Detailed Design, Tendering Process and Supervision, Financial Audit, Etc.

Mode of Financing: Services Ijarah, Installment Sale

The Ministry of Communication Turkmenistan has applied for financing in the amount of US$273 million from the Islamic Development Bank toward the cost of the Telecommunication Network Enhancement Project (TNEP), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This will be jointly financed by the Islamic Development Bank and the Government of Turkmenistan.

The project will include the following components:
1. Development of mobile network of TM Cell in Ashgabat, Akhal, Balkan Dashoguz, Lebap and Mary regions.
2. Modernization of multiservice data network (Internet).
3. Expansion of the fixed telephone network.
4. International telephone exchange on the basis of multi-IMS platform.
5. Development of FM radio broadcasting network.
6. Expansion and modernization of the billing system multi service platform for Ashgabat City telephone network and of TM Cell.
7. Establishment of the National Center for the Management and Control of the Radio Frequency Spectrum.
8. Consultancy Services for detailed design, tendering process and supervision.
9. Financial Audit.

Procurement of IDB financed components will be through International Competitive Bidding (ICB). The selection of Consultant will be made through Quality and Cost Based Selection (QCBS) among shortlist of international consultancy firms. The financial audit for the project through a Least Cost Selection (LCS) among a shortlist of local firms.

Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (May 2009), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009).

Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) procedures and Request for Expression of Interest (REOI) for contracts for consultancy services will be announced, as they become available, in IsDB Website, Ministry of Communication website, international newspaper Ashsharq Al-Awsat and local newspaper.

Prequalification of suppliers and contractors will be required for the six (6) packages as mentioned above.

The prequalification documents will be available on 60 days after the date of publication of the GPN.
