Expression of Interest are invited for Developing organizational Structure of Micro, Small and Medium Enterprises Development Agency “MSMEDA”.
The Government of Egypt is giving high political, economic, and social priority to the development of the MSMEs sector; recognizing its significant contribution to economic growth, employment, poverty alleviation, and, export growth.
Within this context, the Egyptian Prime Minister issued the decree of establishing the Medium, Small & Micro Enterprise Development Agency (MSMEDA) dated April, 2017, stated that MSMEDA is responsible for the development of medium, small and microenterprise and entrepreneurship, replacing social fund for development (main key player in SME sector). As well as issuing decree 2370 in 2018, including the restructure of MSMEDA, and finally issuing SMEs law No. 152 of the year 2020.
Since the new agency still using the same organization structure (ex SFD structure), a developed structure has to be adopted, in order to enable the new agency to fulfil the new mandate.
Within this context MSMEDA intends to develop its new organization structure in order to meet its mandate, benefiting from ex Social Fund for Development organization structure, SMEs national strategy, and MSMEDA draft strategy.
Main Tasks :
•Review the Prime Minister abovementioned decrees related establishing the new agency, SME national strategy, SMEs law No. 152, and MSMEDA draft strategy to understand the mission, vision, strategic goals, objectives, and functions of the new agency.
•Review organizational structures and functions of ex Social Fund for Development.
•Conduct discussion interviews with all key persons of MSMEDA to confirm understanding of all relevant functions, services, and structures.
•Based on the above information and analysis, develop criteria for the proposed approaches for structuring for drafting the new proposed structure.
•Present and discuss the proposed criteria and approaches with MSMEDA top management.
•Apply the agreed-upon criteria and approaches to develop alternative scenarios (at least 3 scenarios)/models for the organizational structure for MSMEDA with an analysis of justifications and foundation of each alternative.
•Develop detailed functional statements and duties of each of the organizational units proposed on the selected structures; including indicative KPIs.
•Finalize the above structures and functional statements based on comments and feedback obtained above.
