Expression of Interest are invited for Developing Business Strategy and Product Rules for EthSwitch.

EthSwitch -The National Switch in Ethiopia- started operation in May 2016 with ATM interoperability, a Domestic Card scheme, and some shared services. In parallel it has been working on phase II project to diversify its shared services and expand the interoperable payment channels from card to mobile and internet, as well as to include more participants, like third parties for bill aggregation, mobile top-up, fee payment, etc.
Currently, EthSwitch provides the following services for all interbank transactions passing through the ethioPay infrastructure: Instant payment to bank customers; Next business day settlement between Banks, based on calculated net settlement position of each Bank obtained through automated multilateral netting process; and Online dispute management and settlement.
The overall objective of the assignment is to hire a consultancy firm which will support National Bank of Ethiopia (NBE) and EthSwitch, so as to ensure that NBEs overall objectives related to the development and modernization of the National Payment System and the payment aspects of financial inclusion strategy are appropriately addressed. Specific objectives of the assignment are to develop a company strategy, so as to enable EthSwitch to have an efficient, reliable, and safe e-Payment retail platform infrastructure for Ethiopia, and develop a sustainable and growing business model for the company, to provide due consideration to its major drivers and the ethioPay scheme.
A major component of the assignment is to develop the portfolio of products provided by EthSwitch, complimenting the existing products, by introducing other services like, transfers (card to card, card to Account, Account to Account); acting as the mobile interoperability platform, and to develop a 3rd party processing platform for banks that need to outsource its mobile payment operations, and acting as a channel for Bill payment with different bill aggregators.

Qualification Criteria

· 1. The firm and each of the assigned staff must have a minimum of 10 years of recent work experience in electronic payments and especially in card payments. *

· 2. Experience in mobile wallets and internet enabled payments is a must. *

· 3. The firm should have provided similar work with Card Switches at least three times in the last five years. *

· 4. The firm should have provided similar work with Mobile interoperable platform at least once in the last five years. *

· 5. The assigned personnel should together have proven expertise in various areas of payment and settlement systems: legal and regulatory topics, designing a strategy, business planning, product development, Human Resources, risk management and technology. *

· 6. Proven knowledge of business model and operating regulations in use with at least one major international payment schemes (i.e. Visa or MasterCard) or longstanding domestic card schemes. *
