1. The Caribbean Community Climate Change Centre (CCCCC) has received financing from the Green Climate Fund toward the cost of the Water Sector Resilience Nexus for Sustainability in Barbados (WSRN S-Barbados) Project, and intends to apply part of the proceeds toward payments under the Contracts for the Design, Supply, Installation and Commissioning of 4.5 MW Solar PV and 2.0 MW MicroTurbine and other Components for specified Barbados Water Authority Pumping Stations.
2. Bidders may Bid for one or several contracts (Lots), as further defined in the bidding document but must bid for all activities and components of each contract (Lot). Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
3. The CCCCC now invites sealed Bids from eligible Bidders for:
Lot 2: Design, Supply, Installation and Commissioning of ONE (1) x 2.0 MW Grid-tied PV Solar photovoltaic generation system, including Switchgear and Transformer at BWA Hampton Pumping Station, BARBADOS.
4. The CCCCC reserves the right to award the contracts for all four (4) Lots to one Bidder or to award the four (4) Lots as separate contracts to more than one Bidder. All contracts are expected to be implemented, in a phased approach, over a period of approximately thirty (30) months, with estimated commencement around July 2020.
5. Interested bidders are expected to have demonstrated experience in the design, supply, installation and commissioning of at least 3 power systems projects within the last 6 years. For Lots 1 to 3, at least 1 such project must be a grid connected solar PV plant of at least 0.5 MW
Bidders must satisfy the Evaluation Criteria detailed in Part 1 - Section III of the Bidding Document.
6. Bidding will be conducted through international competitive procurement using an Invitation to Bid (ITB) as specified in the CCCCC-s Procurement Manual, as amended in October 2016, and is open to all eligible Bidders as defined in the Bidding Document.
7. Interested eligible Bidders may obtain further information from Ms. Maxine Alexander Nestor, Procurement & Legal Officer, Caribbean Community Climate Change Centre (CCCCC), at [email protected], 8.00 am to 5.00 pm Monday through Friday.
8. The bidding document in English will be made available to interested eligible Bidders, in electronic form and at no cost, upon the submission of a written request to the email address [email protected]. Such written request must include at minimum: (a) Name of Interested Bidder; (b) Mailing Address of the Interested Bidder; (c) Name(s) and Designation(s) of Interested Bidder-s Contact Person(s) to whom any communication in relation to this bid process must be sent; (d) Email address(es) for Interested Bidder-s Contact Person(s)
9. Bids must be delivered to the address below in paragraph 11, on or before Tuesday March 31st 2020 at 10:00 AM Barbados Time (GMT -4). Electronic bidding will NOT be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders- designated representatives and anyone who chooses to attend at the address below in paragraph 11 on Tuesday March 31st 2020 at 10:00 AM Barbados Time (GMT -4).
10. All Bids must be accompanied by a Bid-Securing Declaration.
