The Republic of Suriname has received financing from the Inter-American Development Bank (IADB), toward the cost of the Health Services Improvement Project and intends to apply part of the proceeds for consulting services.

The Project includes the design of the Ministry of Health Compound, located in Paramaribo (Rode Kruislaan Street), which will accommodate administrative facilities and public health central services (among which, a vaccines center, children with special needs center, breastfeeding center, medical library), The scope of the works will include the general masterplan and landscaping design for the entire compound (approximately 6 Ha) and the design of two existing buildings to be retrofitted (approximately 3500 m2 ) and of a new building (approximately 2800 m2).

The consulting services (“the Services”) will include two phases:

Phase 1 - Design Phase: Construction design of the Rode Kruislaan Compound and its buildings, as per design brief (available on the following link: https://tinyurl.com/v55h4mq);

Phase 2 - Supervision Phase: Supervision of works and quality control during all phases of the construction.

All considerations should be in conformance with accepted international norms and best practices for such institutions. The designs must be sustainable, environmentally sound, and cost-effective. Additionally, innovative architectural approaches are encouraged.

This consultancy is estimated to have a duration of approximately 9 months for Phase 1 and 18 months for Phase 2.

The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they are qualified to perform the services.

The Expression of Interest (EOI) should include:

Letter of interest from the firm
Proof of their legal status as a firm (registry at Chamber of Commerce)

Portfolio with pictures, plan, graphic information and reference of relevant projects/assignments (including date, place, size and cost of the project)


Company Profile related to the assignment (Company structure, demonstrated experience, skills and expertise) Short lists shall comprise firms with a wide geographic spread not fewer than five (5) and not more than eight (8) eligible firms.

Consultants will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
