Tenders are invited for Design and Construction of a Workshop, Amman, Jordan.
1.This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website. Procurement Notices (www.cbrd.com) on 06/12/2016 and updated on 09/04/2018.
2.GREATER AMMAN MUNICIPALITY (GAM), hereinafter referred to as "the Employer", intends to use part of the proceeds of a grant from the Department for International Development (DFID) towards the cost of GAM Solid Waste Crisis Response Programme 9051-GPN-47981.
3.The Employer now invites sealed lenders from Contractors for the following contract to be funded from part of the proceeds of the grant:
• Design and construction of a workshop. The location of the workshop will be at Al Ghabawi landfill.
4.In the workshop the maintenance of specialised equipment for waste management (including, hut not limited to, refuse collection vehicles, dump trucks, roll on roll off trucks, skip loaders, buses, water tankers, wheeled loaders, waste compactors and excavators) w ill be carried out. The maintenance is out of the scope of this tender.
5.Tendering for contracts to be financed with the proceeds of a grunt from DFID is open to firms from all countries. The proceeds of the grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of lire United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
6.Tender qualification criteria are as follows:
1) Historical non-performance:
Non-performance of a contract did not occur within the last 5 years prior to the deadline for application submission, based on all information on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective contract, and where all appeal instances available to the tenderer have been exhausted.
All pending litigation shall in total not represent more than ten percent (10%) of the Tenderer's net worth and shall be treated as resolved against the Tenderer.
2) Financial situation:
Submission of audited balance sheets, or if not required by the law of the Tenderer's country, other financial statements acceptable to the Employer. for the last 5 years to demonstrate the current soundness of the Tenderer's financial position and its prospective long term profitability. As a minimum, a tenderer's net worth calculated as the difference between total assets and total liabilities should be positive
3) Average annual turnover:
Minimum average annual turnover of JOD 500, 000 calculated as total certified payments received for contracts in progress or completed, within the last 5 fiscal years.
4) Financial Resources:
The Tenderer must demonstrate access to. or availability of. financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet a cash-flow requirement of JOD 150, 000.
5) Experience:
Experience as Contractor in at least I contract within the last 5 fiscal years, with a value of at least JOD 150, 000 that have been successfully and substantially completed and that arc similar to the proposed design & build works.

8.Upon request, the documents will be promptly despatched by courier, but no liability can be accepted for loss or late delivery.
9.All tenders must be accompanied by a Tender Security of JOD 15, 000 and must be delivered to the address below on or before July l-. 2019, 12:00 noon time (EET) at which lime they will be opened in the presence of the tenderers* representatives who wish to attend.
