The Project costs, except for the Taxes as defined in the loan agreement, will be co-financed by the EBRD loan and the grant funds. The Project's goods, works and services will be either exempt from Taxes or such Taxes will be financed from the state budget.

The Project requires procurement of the following goods, work and services:

- Design and Build of the general hospital with a capacity of approximately 250 beds tailored to the healthcare needs of the local and compliant with high resource efficiency requirements

- Project Implementation Support

- Supervision Engineer services
