Dadaab-Hagadera Municipality in Garissa County, Kenya, hosts one of the world's largest and longest-standing refugee settlements, with an estimated 417, 767 registered refugees as of mid-2026, predominantly from Somalia. The Dadaab-Hagadera municipality (Dadaab-Hagadera) sits at a complex intersection of protracted displacement, humanitarian dependency, fragile governance, climate-induced resource stress, and nascent private sector activity. At the same time, the Kenyan Government's Shirika Plan signals an important policy shift: the formal integration of refugee settlements into municipal structures and the progressive transition from humanitarian to development-led models.This convergence of factors creates both significant risk and significant opportunity. There is growing recognition — across IFC, the World Bank's urban portfolio, and development partners — that interventions in Dadaab must be grounded in rigorous, conflict-sensitive diagnostics before investment resources are committed. Parallel fragility work, private-sector diagnostics, and urban investment planning have, until now, been proceeding in separate tracks. This assignment consolidates those tracks into one coherent, sequenced body of work.This assignment, therefore, commissions a single, integrated assessment covering three core components for Dadaab-Hagadera:● Component 1: Fragility Baseline and Risk Mapping● Component 2: Labor Market and Economic Opportunity Diagnostics● Component 3: Private Sector Diagnostic and Seed Investment Approach The outputs are designed to be dynamic, living instruments, not static reports that inform IFC investment decisions, World Bank portfolio cycles (including the Second Kenya Urban Support Program, KUSP2), and county-level policy under Garissa's County Integrated Development Plan (CIDP III, 2023-2027) and future development plans.
