Expression of Interest are invited for Covering the Entire Water Service Provision in Jordan.
Jordan-s water scarcity issues not only stem from the limited available quantity, but are also becoming increasingly linked to water quality issues. Jordan-s current plans to meet its future water requirements are challenged by expensive supply options. The current situation in the water sector in Jordan calls for increasing the quality, operation and reliability of overall water supply. A more reliable supply of quality water is expected to benefit especially the low-income strata of the population who have less economic means to pay for alternative supplies.
The National Benchmarking Programme has been undertaken as a part of the support provided to the Water Authority of Jordan (WAJ), by the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) and made possible with funding from the Deauville Transition Fund. It forms part of a larger regional programme, funded by the Deutsche Gesellschaft für Internationale Zusammenarbeit (“GIZ“). The Arab Countries Water Utilities Association (the “ACWUA”) was selected to carry out the Programme. The ACWUA, in cooperation with various organisations, has been carrying out capacity building programs in the Arab region for the past 6 years, working to increase and improve the capacity of Arab water utilities staff members on water and wastewater management.
The overall objective of the National Benchmarking Programme (the “Programme”) was to introduce a programme to ensure that the water utilities in Jordan operate at the highest level of efficiency. Under the Programme initiative representatives from all 9 Jordanian utilities (covering the entire water service provision in Jordan: Miyahuna, Aqaba Water, Zarqa Water, Madaba Water, Ma-an Water, Yarmouk Water, Tafila Water, Karak Water and Balqa Water) were trained in all aspects of benchmarking, resulting in increased transparency in the sector, and facilitating effective management tools for the utilities.
The Programme studied the current status of performance monitoring practices in the water sector in Jordan and implemented a benchmarking program for all water services in the country, through introducing best practices in performance assessment and performance improvement measures.
More specifically, the Programme had the following objectives to:

• ensure water utilities in Jordan operate at the highest level of efficiency;

• increase transparency in the sector and facilitate effective management tools for the member utilities;

• review benchmarking initiatives to date implemented, ensuring moving forward;

• support the enhancement of regional and national benchmarking programs;

• establish a mechanism to ensure reporting discipline and quality of data;

• ensure that participating utilities are in line with best practice; and

• utilise opportunities for cross-border water partnership in the region.
Following the success of the Programme, and in parallel with the larger on-going regional programme, the EBRD is keen to facilitate the continuation of this regional cooperation. Future regional cooperation will build on the conclusions of the Jordan Programme, which identified new benchmarking needs and topics for future benchmarking cycles as per below:
• special focus on non-revenue water and water loss reduction;

• sanitation services since the first pilot was only on water service provision;

• energy generation and bio-energy production;

• human resources at water utilities;

• public awareness programs;

• water demand management;

• water reclamation and reuse; and

• internal benchmarking programs.
The continuation of the regional benchmarking programme (“Phase II”) is a crucial tool to foster dialogue and best practice exchange in the member countries. In this context WAJ would like to engage a consultant (the “Consultant”) to assist it in carrying out the expansion of the programme through developing improved benchmarking and performance support to ensure that water operations are fully integrated and result in the highest level of operating efficiency (the “Assignment”). The overall objective of the Assignment is to ensure the sustainable ability of the benchmarking programme in Jordan and provide WAJ and utility staff with the skills and tools to continue the programme.
Scope of Work
The main tasks for Phase II of this Assignment for which the Consultant shall be responsible, are set forth below:
• review the current regional and national benchmarking programmes and identify where gaps exist with a goal to ensure that benchmarking is used as an effective managerial tool for reviewing the performance of operators in a transparent and non-politicised manner;

• review the current reporting discipline and quality of data as well as further expansion between the Jordanian benchmarking system and the regional programme;

• for participating utilities, to ensure that their current benchmarking activities are in line with best practice;

• develop an effective mechanism to assist the regulators in monitoring the progress of the utilities, as well as meeting the regulators obligations;

• ensure that the benchmarking programme is coordinated with the respective regulators across member countries and where possible improve the institutional capacity of the regulators with respect to monitoring the water sector performance and to support the utilities in using benchmarking as a management tool;

• assess opportunities for cross-border water partnerships between regulators in the region;

• provide training to the utilities and regulators staff to ensure a sustainable benchmarking network; and

• perform an assessment of the design and configuration of the currently used data base according to business requirements. Based on the results of the assessment, the Consultant shall implement and effectuate changes and modifications so that the database capability is enhanced.
Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.
Assignment Start Date and Duration: The Assignment is expected to start in Q3 2017 and has an estimated overall duration of 6 months.
Maximum Budget available for the Assignment: USD 118, 000 (exclusive of VAT). The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.
Funding Source: It is anticipated that the contract will be funded by the Middle East and North Africa Transition Fund. Selection and contracting is subject to the availability of the funding.
Eligibility: There are no eligibility restrictions.
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with combined experience and expertise to carry out the scope.
The Consultant shall have previous project experience in supporting public companies to develop and implement benchmarking tools, preferably in the water sector, compatible with leading international practice. The Consultant shall demonstrate previous project experience in working in similar environments, preferably in Jordan or the MENA region. The Consultant-s- team is expected to include the following Key Experts:
Key Expert 1: Project Manager

Key Expert 2: Benchmarking Specialist

Key Expert 3: Database specialist / Programmer

Key Expert 4: Institutional specialist

Key Expert 5: Water sector specialist

Key Expert 6: Financial specialist
The Consultant shall ensure that the appropriately qualified experts are available, as required, for each of the different tasks outlined above. It is expected that the Aassignment will be led by qualified project manager for each component, accompanied by both additional key and support experts (the “Experts”); the choice of overall project manager is at the discretion of the Consultant.
Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the information submitted should include the following:
1. Company/group of firms- profile, organisation and staffing (max. 2-4 pages).
2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration), main activities, objectives.
3. CVs of key experts who could carry out the assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.
4. Completed Consultant Declaration Form and Contact Sheet, the template for which is available from the following web-link:

The expression of interest shall not exceed 20 pages (excluding CVs Consultant Declaration and Contact Sheet). It should form 50 pages only in total.
One original of the expression of interest, in English, shall be submitted to the Client in an envelope marked “EXPRESSION OF INTEREST for JORDAN: WATER SECTOR BENCHMARKING - PHASE II REGIONAL PROGRAMME”, to reach the Client not later than 4 July 2017 at 12:00 (noon) Jordan time.
One additional electronic copy should be submitted to the EBRD-s contact person by email by the same due date.
