Acquisition of radiological installation of Roentgendiagnostic spelling-scope, according to the specifications.you will have to submit DUAE (the Single European Procurement Document) in order to demonstrate the qualification requirements, as a preliminary proof. Bidders, subcontractors and third parties upparents should not find themselves in the situations provided in art. 60-62, art. 164, 165, 167 of Law 98/2016 with subsequent additions and modifications. The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority, only by the tenderer ranked first in the intermediate ranking drawn up at the endthe evaluation of the offers. These documents can be:

1) certifying certificates regarding the lack of outstanding debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation;

2) the criminal record of the economic operator and of the members of the administration, management or supervisory bodyto the economic operator or those with power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive document;

3) as the case may be, documents demonstrating that the economic operator can benefit from the derogations provided for in the articles on public procurement: art. 166 para. (2), art. 167 para. (2), art. 171of Law 98/2016 with the following additions and modifications;

4) other edifying documents, as the case may be.

Note: the non-presentation of the DUAE document automatically leads to the rejection of the offer.

The supporting documents proving the fulfillment of those assumed by completing the DUAE will be presented, at the request of the contracting authority, only by the tenderer ranked first in the intermediate ranking prepared at the end of the evaluation of the offers. . These documents can be:

1) certifying certificate issued by the National Officeof the Trade Register next to the territorial court, in original / legalized copy / legible copy with the mention "according to the original", stating that the object of activity of the tenderer includes the acquisition of the products that are the object of the purchase;

2) legal persons / physical in the country or abroad: edifying documents proving a form of registration as a personidentical or registration / certification or professional membership, in accordance with the legal provisions of the country in which the candidate / tenderer is resident, in compliance with the provisions of Law no. 227/2015 (for the imposition of incomes made in Romania by non-resident natural and legal persons). The documents will be presented in original / legible copy, with the mention "as perwith the original "and translated by an authorized translator;

3) The bidder ranked in the first place in the intermediate ranking will present, obligatory also the authorization of supply and handling issued by the National Commission for the Control of Nuclear Activities, according to Law no. 111/1996 art. 2 letter c) with the changes [...] details on www.e-licitatie.ro

1) If there are offers with equal scoresthem, the contracting authority will request clarifications through SEAP for the electronic uploading by the economic operators of documents containing new prices;

2) Information on the subcontractors (if applicable).

- Before the conclusion of the contract, the tenderer declared the winner will present the agreements subcontracting (contracts) concluded with the nominated subcontractorsand in the offer,

- The submitted contracts must be in accordance with the offer and will be annexed to the contract,

- During the performance of the contract, the supplier has the right to replace the subcontractors named in the offer or to declare new subcontractors, with the agreement the contracting authority, and the eventual replacement / involvement of them should not lead to the modification of the proposaltechnical or contract price. In case of replacement or declaration of new subcontractors, the contract signer submits their qualification documents according to the procurement data sheet; award carried out by electronic means.The answers to the requests for clarifications will be posted in legal term under the "Documentations, clarifications and decisions" section of the participation announcement, published on the website www.e-licitatie.ro

4) The evaluation commission will send the requests for clarifications regarding the offers submitted, in SEAP at the "Questions" section. The economic operators will send the answers to the clarifications and any documentities requested during the evaluation of the offers through SEAP ("Questions"), fully in the section corresponding to the respective request, in the form of one or more distinct documents / files signed with the electronic signature; realization will be firm, and the payment of all stages will be made after the final reception set at 30.8.2020.
