Refurbishment of two (2) 400 kV Series Capacitors at Vuolijoki Substation

The main scope includes renewal of the duplicated control and protection systems of 2 existing 400 kV series capacitors at Vuolijoki substation as turnkey basis. In addition refurbishment works for platform equipment, ladders, cranes, outdoor lightning, disconnectors, etc. are included in the project. After the delivery, the Contractor shall provide maintenance service (blanket agreement) for refurbished series capacitors.

Fingrid Oyj, the Finnish national transmission system operator, is initiating a procurement process for Refurbishment project of two (2) 400 kV fixed series capacitors (FSCs) at Vuolijoki 400/110/20 kV substation. The substation locates approximately 35 km from Kajaani, Finland. The main scope of supply includes renewal of duplicated control and protection systems for both FSCs. In addition smaller refurbishment works for platform equipment, ladders, cranes, outdoor lightning, disconnectors, etc. are included. The project will be purchased on turnkey basis. The procurement includes also maintenance support services for 3 years + 3 optional years after the delivery. Intended project delivery time is May 2019 — December 2020. Procurement will be done according to Finnish legislation concerning public procurements in energy sector (in particular, the Act on Public Procurement concerning units operating within the field of water and energy service as well as Traffic and Postal Service (1398/2016). The procurement method is the negotiating method. Fingrid Oyj will announce a notice in EU Official paper for public procurement declaring prequalification stage opened and requesting interested Contractors to apply for pre-qualification. After receiving these applications from interested companies Fingrid Oyj will select the candidates based on the selection criteria set out and invite accepted companies to submit the tenders. Fingrid will send the tender documents, including detailed information on the scope and contents of the contract, specifications, requirements, award criteria etc, only to qualified tenderers, preliminary in March 2019. The exact date will be informed later. Fingrid reserves the right to reject all the tenders.
