The purpose of the Codex system is to monitor the quality of air during launches. It consists of a series of fixed and mobile sites composed of analyzers dedicated to a chemical substance and an Argos beacon allowing the repatriation of data to a manager located in the central office.l of the Guiana Space Center (CSG) safeguard (BCS)

The purpose of this call for competition is to replace:
- telecom transport of Codex information in using the existing and operational Syrinx 2 radio system,
- the Codex Manager and HMI located at the BCS,
- the development of the transport case for the analyzers.
The challengeTo maximize the use of existing systems and shelf equipment in order to limit the development of specific equipment.
List and brief description of the conditions:
Each economic operator requesting to participate, within the framework of a group or not, a product in support of his request: - a declaration on his honor to justify that the operator does not enter into any of the casesprohibition mentioned in articles 45 and 46 of the order of 23.7.2015 and in particular that it is in rule with regard to articles L. 5212-1 to L. 5212-11 of the Labor Code concerning the employment of workers disabled persons, all documents justifying the signatory's authorization to bind the operator, including, where applicable, extracting Kbis and power, information relating to-to the nationality of the operator.
The operator gives a confidentiality commitment in support of his request. This document is accessible on https: //marches.cnes.fr. CNES accepts equivalent certificates from organizations established in other Member States. When an economic operator does not have the possibility to obtain these certificates within the fixed time for reasons which are not imCNES accepts other equivalent measures provided that the economic operator concerned establishes that the proposed measures are equivalent.
List and brief description of the selection criteria:
- declaration concerning the overall turnover of the candidate and, where applicable, the turnover of the area of activity covered by the public contract, to the maximumover the last 3 financial years available according to the date of creation of the undertaking or the beginning of activity of the economic operator, insofar as the information on these turnover figures is available,
- balance sheets or extracts from assessment, for the last three years, of economic operators for whom the preparation of the balance sheets is obligatory by virtue of the law.he to which the present call for competition will be given is excluded from the scope of the order n - 2015-899 of 23.7.2015 relative to the public markets.
The present procedure is a European consultation with publication on EMITS.
It includes:
Phase 1 - call for participation (this notice): economic operators submit their application to participate according to conditions and modalPhase 2 - Submission: CNES sends the competitive bidding file to the economic operators meeting the conditions for participation. These conditions are as follows: - to be a national of a country contributing to the CSG program of the European Space Agency,
- to have the ability to exercise professional activity, economic and financial capacity as well astechnical and professional capacity.
The competitive bidding document will specify, in particular, the terms and conditions of receipt of tenders (tenders and applications), the industrial organization (grouping, sole candidate, subcontractor), the selection criteria, the criteria of attribution and their weighting, the options, the imposed variants, the origin of the sources of apprexpected action, the particular conditions of execution in particular in the environmental, social and employment field as well as the conditions relating to intellectual property rights and, where appropriate, those resulting from the CNES / CSG status described in III.2.2.
A candidate will not be able to present several offers acting both as an individual candidatemember of one or more groupings, or as a member of more than one group.
