Frequency and value of subsequent contracts to be awarded: during the agreement The framework will conclude a number of 3 subsequent contracts.

Estimates of the minimum and maximum quantities of the framework agreement:

-maximum number of operations 1 505,

- minimum number of operations 600.

Estimates of the minimum and maximum quantities of a subsequent contract:

- maximum number of operations 502,

- minimum number of operations 200.

Estimated value of the largest subsequent contract is RON 2, 440, 000.

Requirement no. 1.

The bidders, associations, third-party supporters and subcontractors must not be found in the previous situationsseen at art. 177, 178, 180 of Law no. 99 / 2016.

The method of fulfillment: the DUAE will be completed, by all the bidders, including by the associates, third-party supporters and subcontractors. only to the bidder ranked first after applicationof the award criterion on the admissible offers, including by the associates, third-party supporters and its subcontractors.

These documents will be:

- certifying certificates regarding the lack of debts regarding the payment of taxes, taxes or contributions to the general consolidated budget (local budget, state budget, etc.) at the time of presentation,

- the criminal record of the operator economic and of the members of the administrative, management or supervisory body of the respective economic operator or of those who have power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / the constitutive act; where applicable, documents proving that the economic operator can benefit from the derogations providedin art. 179 para. (2), art. 180 paragraph (2), art. 184 of Law 99/2016 on public procurement,

- other supporting documents, as the case may be.

If in the country of origin or the country in which the bidder / third party supporter / subcontractor is established, no documents of the nature of those mentioned above are issued or those documents do not cover all the situations provided in art. 177, 178 and 180 din Law 99/2016, the contracting entity has the obligation to accept a declaration on its own responsibility or, if in the country there are no legal provisions regarding the declaration on its own responsibility, an authentic statement given before a notary, an administrative or judicial authority or a professional association that has competence in this regard.

Requirement no. 2.

Bidders, asthe auctioneers, third-party supporters and subcontractors must comply with the rules for avoiding the conflict of interests provided for in art. 73 of Law 99 / 2016.

Fulfillment mode: A declaration will be presented regarding the failure to comply in the situations provided by art. 73 of Law 99/2016 with the submission of the DUAE, by all the bidders, associations, third-party supporters and subcontractors, until the date libribes for submission of tenders.

The economic operator must present the average of the global turnover over the last 3 financial years, respectively 2016, 2017, 2018 minimum: RON 2 400 000. - Qualification documents, technical and financial proposal and all certificates, documents issued in a language other than Romanian will be accompanied by the translation authorized in Romanian,

The economic operators will send the answers to clarifications and any documents requested during the evaluation of the offers through SEAP (section "Requests for clarifications / Questions / Communications"), in full in the section corresponding to that request., in the form of one or more documents / files difines signed with extended electronic signature,

- DUAE for the award procedure will be configured by the contracting authority / entity directly in SEAP when defining the award documentation, in the section "DUAE Criteria", according to the established qualification and selection criteria. of the award will be completed by the economic operators directly in the SEAP, after autentification, taking into account the quality in which they participate in the award procedure in question, respectively by the candidate / single bidder / association (leader / associate bidder) / subcontractor / third party supporter (according to the DUAE User Guide bidder published by the Agency for the Digital Agenda of Romania),

- If it is found that the offers ranked on the first place have equal scores, in viewin the era of tendering, the contracting entity (through SEAP in the section "Requests for clarifications / Questions / Communications") will request the re-offer, by presenting a new financial proposal,
